We offer the following comments: CONSTRUCTION PLAN REVIEW COMMENTS 1. Please verify that the location of all existing utilities with top of curb and invert elevations, pipe sizes, and direction are shown. 2. Please stamp the plans as"Approval Pending—Not for Construction". 3. Please verify with CFD that all turning radii are appropriate and adequate for fire trucks. 4. Please provide the finished floor elevations, minimum lowest adjacent grades, and minimum flood protection grades for each home on the plans. 5. Please delineate all stubs to have the existing pavement and curbing to be saw cut and removed. Curbs should be removed to the nearest joint. 6. Please confirm that there will be no direct discharge areas on the site. 7. Will all lots adjacent to side yard easements be wide enough to accommodate the anticipated house and any planned driveways such that there is no encroachment into the easement? 8. Please verify that the location of all electrical power vaults, transformers, power lines, gas lines, television cable, and telephone lines are shown. 9. Please indicate the anticipated start construction date in the response letter. 10. We would like for the two turns on Hebron Lane to be rounded out like the frontage road turns we have shown below: C4161' h rt%cy cpax ° IM 1 ea+ • r 11. How will the southern section of the subdivision be accessed if Cherry Creek Boulevard is not constructed? There are stations numbers from Arnett Drive across the where Cherry Creek would be but there is no road connection shown. 12. A storm structure will need to be installed between lots 124 and 125 as we require a structure in the rear yard swales every 300 feet or 3 lots. 13. We would like for the proposed sumps to be 2' rather than 3'. Please revise. DEPARTMENT OF ENGINEERING ONT. CIVIC SQUARE, CARSMEL, IN 46032 OFFICE 317.571.2441 FAX 317.571.2439 EMAIL engineering©cannel.in.gov Mr.Tim Walter July 17,2018 RE: The Ridge at the Legacy,Section 5—Project Review##1 Page 2 of 5 14. Please provide the following note on the plans: "All existing perimeter road drainage structures and bridges across the frontage of this development are indicated on the plans. Provisions have been made to improve or replace any drainage structures and bridges as necessary or as requested by the City to accommodate the pavement widening, auxiliary lanes, multi-use path, and any other required improvements to the property or the roadway. The cost to improve or replace any drainage structures and bridges will be borne by the developer." 15. Please provide all of the following note on the plans: "All Paving Within The Existing And Proposed City Right-Of-Way Shall Conform To The Requirements Of The Department Of Engineering. The Contractor Shall Contact The Department Of Engineering To Schedule A Pre-Construction Meeting To Review The Department's Construction Requirements, Staff Notification Requirements, Required Inspections For Certain Stages Of The Work And To Review The Authority Of The Department As It Relates To Work Within The Existing And Proposed Right-Of-Way." 16. What will the storm lines discharge to until Cherry Creek Boulevard is constructed. Will a temporary swale be installed? 17. There appear to be a few inlets on the east side of Hebron Lane and Frostburg Lane that do not have flooding over them in the clogged condition on C201. Please revise. 18. There are several areas on C201 where the flooding is shown on lots. Please add an easement over them or rework the flooding to be contained within an easement. The areas are as follows: a. In the rear yard between lots 108 and 109 b. In the rear and side yard between lots 112 and 113 c. In the rear yard between lots 114 and 115 d. In the rear yard between lots 118 and 119 19. Please close the gap in the silt fence between lots 117 and 118 cross where Cherry Creek Boulevard will go. I have reviewed the drawings and offer the following comments: URBAN FORESTRY REVIEW COMMENTS On sheet C900, 1) Please center the streets between the sidewalk and curbs, they seem to be really close to the curbs. This will increase root zones and lessen conflicts with traffic and limbs. 2) Please label the location of where the tree preservation fencing will be placed on the landscape plan and coordinating construction documents. The secondary plat shows a Tree Preservation Easement TPE of 10' on the south and west perimeters. Can we confirm that existing trees are in these locations along with existing trees on the east perimeter? There should be existing trees on the east perimeter, please show TPE along this perimeter as well on the landscape plans, construction documents and Secondary Plat. I have old Section 3 and 4 plans where these wooded areas were to be preserved (all trees in common areas when present) . If silt fence is needed in these areas can the construction documents note to use non-trenching siltworm or siltsoxx so that the tree roots will not be cut in these areas? 3) Will the landscaping along the west perimeter need to be adjusted for the 10'TPE, it shows plantings to be really close to the woodlands? 4) What is the sidewalk to curb width along Hebron Lane and Frostburg Lane?Originally there were street trees here (see attached), can they be shown/added. See attached. It is important that this office be made aware of modifications made on the plans being re-submitted, particularly if any such changes are considered new or fall outside of our previous reviews. Please illustrate how these revisions will be addressed, including changes resulting from Plan Commission, Special Studies or other committee meetings by letter or revised plan.
