Plan Commission Packet- ADLS Application Documents
Project Purpose
The primary purpose of this refresh of the Ritz Charles property is to increase sales and ensure an elevated level of experience for guests during special events.
The final space will be hip but unpretentious,warm and welcoming.
Project Goals
(1) Create memorable locations to capture, (2) Improve curb appeal, (3) Increase sales.
Methodology to achieve goals
1. Provide an attractive and welcoming entrance experience.
2. Update the finishes of the space to be more current with the desires of clientele.
3. Create gathering spaces to extend the indoor experience by including a mixed material environment.
4. Modify the facade of the building in select locations in order to get more natural light in interior event spaces.
5. Install a Ritz Charles monument space for social media pictures.

DESIGN DEVELEOPMENT SITE
PRICING PACKAGE
1. GENERAL NOTES
a) These general notes apply to this entire Pricing Package.
b) This document is intended to shape the design-build contract with
Kort Builders.
c) The Ritz Charles is an operating business. Contractor to take care
to manage a clean construction site and work around existing
events. An event calendar will be provided by the Owner.
d) The Contractor is responsible to comply with applicable laws,
codes, regulations, and local, county, state ordinances.
e) Contractor to obtain all required permits and similar releases
required for the construction of the project.
f) Follow all City of Carmel Technical Standards and Standard
Drawings as defined by the City of Carmel Engineer. Including but
not limited to drives, curbs, walks, etc. Standards can be found on
the Engineering Department page at www.carmel.in.gov.
g) Contractor to be responsible for all costs associated with the
installation, inspection, testing and final acceptance of all new
stormwater management.
h) Patch and repair existing pavement as needed due to construction
activity on site, including electrical conduit and storm sewer
connections.
i) Protect and maintain newly installed work until completion of the
project.
j) Finish all concrete sidewalk with broom finish. Acid wash
pavement after it is cured to better match existing concrete color.
Sawcut joints ¼” deep with beveled edge, to be placed equally
based the proposed width of the sidewalk. Place expansion joints
where needed.
k) Provide electrical power to both courtyards. Place a minimum of 6
exterior, freestanding outlets per courtyard. Coordinate final
location with Designer.
l) West fiberglass faux brick wall appears to be failing. Contractor to
provide an Alternate price to repair and paint the wall. Color to be
selected by Designer.
m) Call 811 to locate utilities onsite 2 full working days prior to
digging.
n) Measurements provided in this document are approximate and
were taken off GIS. Contractor to confirm in field accurate
measurements.
o) “Designer” is Innovative Planning. “Contractor” is Kort Builders.
“Owner” is Ritz Charles.

2. DESIGN INTENT
The following are images from a SketchUp model used to
communicate the design intent only. More images are available

3. DEMOLITION
a) Paving
a. Full depth: remove asphalt, concrete, and curb in areas
highlighted below. Approximately 28,500 sf. All other
hard surfaces to remain.
i. Dumpster pad to remain.
b. Protect any and all underground utilities discovered during
full depth removal.
c. Remove south Illinois entrance island, including sign base.
Return sign to Owner in original condition.
d. Remove asphalt and curb as needed to incorporate the
new entrance alignment at the south Illinois Street
entrance.
b) Landscape
a. Remove existing trees and shrubs as shown below. Clear
and remove root systems as needed for new
improvements.
c) Miscellaneous
a. Remove and demolish existing six (6) light poles in parking
lot islands. Return fixtures to Owner. Concrete bases to
remain for new light poles.
b. Remove and demolish light pole and base located in the
new drop-off plaza.

4. PAVING AND DRAINAGE
a) Contractor to slope subgrade of concrete pavement away from
building at a minimum of 0.5%.
b) Maximum cross slopes for concrete pavement to not exceed 2%.
All pavement directional slope not to exceed 5%.
c) Install CU soil in place of base material at 24” depth for all places
where trees are in pavement areas.
a. North Courtyard: 30’ x 50’ area
b. South Courtyard: (2) 8’ x 28’ areas
c. Drop-off Plaza: (2) 14’-6” x 92’ areas
d) Restripe parking lot in all disturbed areas.
e) Drives
a. Mill and resurface asphalt drives at the completion of site
work. (pink area). Approximately 38,500 sf
b. Full depth asphalt replacement in blue areas.
Approximately 7,300 sf
c. Add a new curbed 22’ entrance drive on N. Meridian
Street. Entrance to be centered on existing well.
f) Curbs: Match existing adjacent curb type form.
a. Provide new curbs as shown.
g) Drop-off Plaza: Belden Brick
a. 3” depth paver
b. Follow Monon Plaza cross -section, see cross-section from
City Engineer.
c. Smoothly adjust grades on the plaza to be flush with
pedestrian walk adjacent to courtyard.
d. Color A:
i. Kodiak Brown, chamfered edge with lugs
ii. 2,400+/- sf
e. Color B:
i. Wheatfield, chamfered edge with lugs
ii. 1600+/- sf - (4) bands of 40’x10’
h) Pedestrian Courtyards
a. North Courtyard
i. Heavy-duty concrete: provide heavy-duty
concrete pavement at building’s edge for loading
into Ballroom A. Coordinate intricate score
pattern with Designer. At a minimum, score every
3’ for pricing.
ii. Pavement edge at building to match new and
existing door elevations. Ensure threshold
elevation maintains over time. Connect existing
storm drain to storm drain in asphalt drive, north
of building with 6” PVC pipe, graded for heavy
traffic overhead. See Carmel standards for cross-
section detail. Slope pavement away from
building at a 1% cross-slope.
iii. Crushed stone pavement:
1. Base: 10” thick #53 stone, placed in 2 lifts
and compacted to 95% proctor density.
2. Top: 4” thick 3/8” decomposed granite,
with integral stabilizer, similar to
OrganicLoc (provided by Envirobond),
installed in 2 lifts and compacted.
a. Shamrock Green Granite Standard
Pathway Mix by Kafka Granite LLC.
i. Provide Owner with 10%
extra material in bags for
future maintenance.
3. Compact stone per manufacturers
recommendations.
4. Pitch grade towards landscape beds, min.
1.5% slope.
5. Edge crushed stone area with 4” flush curb
where adjacent to landscape bed.
6. Finish crushed stone pavement area shall
have no spongy areas.
iv. Install a 4” perforated underdrain grid system,
every 12’ oc. Connect to new 6” PVC pipe under
HD concrete drive.
v. Install a new concrete sidewalk around perimeter
of plaza. Width varies, conceptual site plan.

b. South Courtyard
i. Install 8’ +/- wide new concrete sidewalk between
building and plaza.

a. Provide a 3’ wide concrete walk along the north edge of
the Chapel set 2’ off the building. Walk to connect to the
west Chapel entry walk and walk that enters building at on
the east near the women’s restroom. Approximately 90’
in length.
b. Provide a 6’ walk, (and curb where adjacent to asphalt
pavement) from the loading area to the Chapel at the
location of the existing service walk.
c. Provide a 5’ walk (and curb where adjacent to asphalt
pavement) between the loading screen wall and the
parking lot.
d. Provide a 3’ sidewalk (and curb where adjacent to asphalt
pavement) in the new landscape island.
e. Provide a new walk (and curb where adjacent to asphalt
pavement), width to match existing. Connect existing
chapel entrance with Ritz Charles entrance.

5. WALLS/FENCES
a) Loading area screen: 140+/- LF, 8’ ht.
a. Material: engineered wood product screen fence, see
Precedent picture on following pages. Standard color to
be determined.
b. Wrap wall around existing dumpster area and connect to
existing building.
b) Drop-off Plaza Seat wall: 52 +/- LF, 24” ht.
a. Material and character to match screen fence
b. Face both sides of posts (east and west)
c. Provide a 10” seat ledge
c) Northeast signage wall: 55 LF, 4’ ht. Match details of Loading area
screen.
d) Provide an Alternate price to mimic the Drop-off Plaza Seat wall
along Illinois Street in the landscape island between the two (2)
existing entrances. Five (5) sections of 20 LF, spaced 20’ apart.
e) Install 88 LF +/- of fence in the North Courtyard. Match material
and character to screen fence. 88 LF includes three (3) vehicular
swing gates with anchor-bolt locks set in concrete.

a. Material: Monolithic limestone block in 4’ sections.
Limestone (only) sourced by others. Kort Builder
responsible for installation.

6. LIGHTING
a) Provide a photometric map with all lights to verify coverage.
b) Parking Lot Lighting: Spectra Lighting by Architectural Area
Lighting. SP1
a. Set pole on existing concrete base and connect to existing
electrical system. Create a new concrete base in the
location where no pole exists.
b. Standard finishes to be determined later.
c. Height: 18’
c) Courtyard: Rincon Pedestrian Lighting by Forms+Surfaces,
Standard Height
a. North Courtyard: Install 7 Rincon lights, spaced 18’ on
center around per imeter. Set 6” off back of curb/ edge of
sidewalk.
b. Provide LED commercial-grade string lights above
proposed tree canopy. Install 12+/- poles to support the
lights. Pole standard paint color to be determined by
Designer. Lights to hang at 12’ above grade. Light strings
will be hung in a grid pattern. Coordinate final location of
poles with Designer. Submit shop drawings for review.
c. South Courtyard: Install two (2) clusters of Rincon lights as
shown, each with 12 lights spaced 3’-6” on center.
Coordinate final location with Designer.
d) Bollard: (20) Rincon bollard light with four shields at the Drop-off
plaza, (10) each side.
e) Signage
a. Run electrical conduit to all signage locations (existing,
proposed, and future) shown.

7. LANDSCAPE
a) Plants to be sourced by others. Contractor responsible for
installation.
b) Provide a minimum topsoil depth of 14” in all landscape beds.
c) Provide 2” finely shredded hardwood mulch in all landscape beds.
d) Ensure proper drainage in all landscape beds – especially the
evergreens.
e) Repair and seed any lawn areas disturbed by construction.
f) Seed with turf-type tall fescue the area between the Chapel and
the South Courtyard.
g) Tree and shrub selections shall be from the approved City of
Carmel list.
h) Parking lot islands: Install (23) shade trees, 2-3” cal.
i) Courtyards
a. North:
i. Install (25) shade trees 2-3” cal. trees included
drop-off plaza area
ii. Install evergreen yew shrub hedge, 4’ ht., 3’ on
center, 125+/- LF.
b. South: Install (11) shade 2-3” cal. trees; install (9) 6’ ht.
evergreen trees along south edge of plaza in landscape
planter.
i. Build an elevated Landscape Planter. 15” above
grade, made from and character to match the
screen wall materials.
ii. Sod lawn area, approximately 1,650 sf.
1. Provide alternate price to seed.
j) Loading Dock Screen Hedge: Install (16) 4’ ht. evergreen trees
along west edge of screen wall; (5) shade trees 2-3” cal. trees; and
