NARRATIVE

1.THE CONTRACTOR SHALL MAINTAIN A COPY OF THE SWPPP ON THE SITE FOR THE
DURATION OF CONSTRUCTION.
2.THE CONTRACTOR SHALL ADHERE TO THE SWPPP DURING CONSTRUCTION
OPERATIONS.
3.THE SWPPP INCLUDES THE SWPPP DRAWINGS, NOTES, NARRATIVE, AND
ASSOCIATED DETAIL SHEETS.
4.IT IS THE CONTRACTOR'S RESPONSIBILITY TO MAINTAIN AND REPAIR ALL BMP'S
DURING CONSTRUCTION.
5.ALL EARTH-DISTURBING CONSTRUCTION ACTIVITIES SHALL BE PERFORMED WITHIN
THE LIMITS OF DISTURBANCE AS INDICATED ON THE SWPPP DRAWINGS.
6.THE CONTRACTOR IS RESPONSIBLE FOR REVIEWING THE LIMITS OF DISTURBANCE
SHOWN ON THE DRAWINGS AND FILED-STAKING THE LIMIT OF DISTURBANCE LINE
PRIOR TO THE START OF CONSTRUCTION.
7.PERIMETER EROSION AND SEDIMENT CONTROL MEASURES ARE TO BE INSTALLED
PRIOR TO THE START OF ANY LAND CLEARING OR GRADING ACTIVITIES.
8.THE CONTRACTOR SHALL APPLY TEMPORARY EROSION AND SEDIMENTATION
CONTROL MEASURES WHEN REQUIRED BY THESE PLAN DRAWINGS AND IMPLEMENT
ADDITIONAL MEASURES AS DICTATED BY SITE CONDITIONS.
9.THE CONTRACTOR IS RESPONSIBLE FOR ENSURING THAT ANY SEDIMENTATION
RESULTING FROM WORK ON THE SITE IS CONTAINED ON THE SITE AND NOT
ALLOWED TO COLLECT ON ANY OFF-SITE AREAS OR IN WATERWAYS.
10.SLOPES ARE TO BE LEFT IN A ROUGHENED CONDITION DURING THE GRADING
PHASE TO REDUCE RUNOFF VELOCITIES AND EROSION.
11.CONTRACTOR LAY DOWN, STAGING AND STOCKPILE AREAS ARE TO BE LOCATED
WITHIN THE PERMITTED LIMITS OF DISTURBANCE.
12.SILT FENCE IS TO BE INSTALLED AROUND THE PERIMETER OF ON-SITE SOIL
STOCKPILE AREAS AS DICTATED BY SITE CONDITIONS. ADDITIONALLY, INACTIVE
PORTIONS OF THE STOCKPILE ARES ARE TO BE STABILIZED AS REQUIRED HEREIN.
13.IMPLEMENT TEMPORARY STABILIZATION MEASURES ON ANY DISTURBED AREAS
WHERE CONSTRUCTION ACTIVITIES WILL NOT RESUME FOR 14 DAYS OR MORE.
IMPLEMENTATION OF TEMPORARY STABILIZATION MEASURES MUST BE INITIATED
IMMEDIATELY AND COMPLETED WITHIN SEVEN (7) DAYS FROM WHEN
CONSTRUCTION ACTIVITIES TEMPORARILY CEASED ON ANY PORTION OF THE SITE.
14.EXPOSED AREAS ARE TO BE SEEDED/STABILIZED AS SPECIFIED WITHIN SEVEN (7)
DAYS FOLLOWING THE CONCLUSION OF FINAL GRADING IN THAT AREA.
15.THE CONTRACTOR IS RESPONSIBLE FOR REGULARLY CHECKING SODDED AREAS TO
SEE THAT A GOOD STAND OF VEGETATION IS ESTABLISHED. AREAS SHOULD BE
FERTILIZED, WATERED, AND RE-SEEDED AS NEEDED. THE CONTRACTOR IS
RESPONSIBLE TO ENSURE VEGETATION IS ESTABLISHED FOR A WARRANTY PERIOD
OF TWO FULL GROWING SEASONS.
16.TRACKING OF SOIL AND SEDIMENT ONTO OFF-SITE ROADWAYS SHALL BE MINIMIZED
THROUGH THE USE OF APPROPRIATE MEASURES. THE CONTRACTOR SHALL
IMMEDIATELY REMOVE ANY SOIL OR SEDIMENT TRACKED ONTO THE ROADWAYS.
17.THE CONTRACTOR SHALL BRING TO THE SITE AND USE ONLY EQUIPMENT THAT IS
WELL-MAINTAINED AND WITHOUT LEAKS.
18.NO VEHICLES AND EQUIPMENT CLEANING IS ALLOWED AT LOCATIONS WHERE
RUNOFF SHALL FLOW DIRECTLY INTO A WATER COURSE.
19.EMPTY CANISTERS, CANS, OR OTHER CHEMICAL CONTAINERS (I.E. FROM HYDRAULIC
FLUIDS, ETC.) AND ALL OTHER WASTE MATERIALS ARE TO BE KEPT IN APPROPRIATE
SEALED WASTE CONTAINERS AND UNTIL THEY CAN BE REMOVED FROM THE SITE
FOR PROPER OFF-SITE DISPOSAL.
20.MAINTAIN LANDSCAPE BUFFER WHERE INDICATED ON STORM WATER POLLUTION
PREVENTION PLAN.
21. THE PREDOMINANT SOIL TYPE ON SITE IS LOAM PER THE USGS SOIL SURVEY.

11. TEMPORARY AND PERMANENT SURFACE STABILIZATION METHODS
SEEDING AND MULCHING SPECIFICATIONS ARE PROVIDED ON LANDSCAPE PLANS LP-1

13. MATERIAL HANDLING, STORAGE, AND SPILL PREVENTION PLAN
SOLID WASTE DISPOSAL
NO SOLID MATERIAL, INCLUDING BUILDING MATERIALS, IS PERMITTED TO BE
DISCHARGED TO SURFACE WATERS OR BURIED ON SITE. ALL SOLID WASTE MATERIALS,
INCLUDING DISPOSABLE MATERIALS INCIDENTAL TO THE CONSTRUCTION ACTIVITY,
MUST BE COLLECTED IN CONTAINERS OR CLOSED DUMPSTERS. THE COLLECTION
CONTAINERS MUST BE EMPTIED PERIODICALLY AND THE COLLECTED MATERIAL HAULED
TO A LANDFILL PERMITTED BY THE STATE AND/OR APPROPRIATE LOCAL MUNICIPALITY
TO ACCEPT THE WASTE FOR DISPOSAL.
A FOREMAN OR SUPERVISOR SHOULD BE DESIGNATED IN WRITING TO OVERSEE,
ENFORCE, AND INSTRUCT CONSTRUCTION WORKERS ON PROPER SOLID WASTE
PROCEDURES.
IN CASE OF EMERGENCIES, SPILLS OR POTENTIAL CONTAMINATION, PLEASE CALL THE
APPROPRIATE NUMBER AS LISTED BELOW:

HAZARDOUS WASTE
WHENEVER POSSIBLE, MINIMIZE THE USE OF HAZARDOUS MATERIALS AND GENERATION
OF HAZARDOUS WASTES. ALL HAZARDOUS WASTE MATERIALS WILL BE DISPOSED IN THE
MANNER SPECIFIED BY FEDERAL, STATE, OR LOCAL REGULATIONS OR BY THE
MANUFACTURER.
USE CONTAINMENT BERMS IN FUELING AND MAINTENANCE AREAS AND WHERE
POTENTIAL FOR SPILLS IS HIGH.
A FOREMAN OR SUPERVISOR SHOULD BE DESIGNATED IN WRITING TO OVERSEE,
ENFORCE AND INSTRUCT CONSTRUCTION WORKERS ON PROPER HAZARDOUS WASTE
PROCEDURES. THE LOCATION OF ANY HAZARDOUS WASTE STORAGE AREAS SHOULD BE
INDICATED ON THE STORMWATER POLLUTION PREVENTION PLAN BY THE OPERATOR
FOLLOWING ON-SITE LOCATION OF THE FACILITY.
DUST CONTROL/OFF-SITE VEHICLE TRACKING
DURING CONSTRUCTION, WATER TRUCKS SHOULD BE USED, AS NEEDED, BY EACH
CONTRACTOR OR SUBCONTRACTOR TO REDUCE DUST. AFTER CONSTRUCTION, THE
SITE SHOULD BE STABILIZED TO REDUCE DUST.
CONSTRUCTION TRAFFIC SHOULD ENTER AND EXIT THE SITE AT A CONSTRUCTION
ENTRANCE WITH A ROCK PAD OR EQUIVALENT DEVICE. THE PURPOSE OF THE ROCK PAD
IS TO MINIMIZE THE AMOUNT OF SOIL AND MUD THAT IS TRACKED ONTO EXISTING
STREETS. IF SEDIMENT ESCAPES THE CONSTRUCTION SITE, OFF-SITE ACCUMULATIONS
OF SEDIMENT MUST BE REMOVED AT A FREQUENCY SUFFICIENT TO MINIMIZE OFFSITE
IMPACTS.
SANITARY / SEPTIC
CONTRACTORS AND SUBCONTRACTORS MUST COMPLY WITH ALL STATE AND LOCAL
SANITARY SEWER, PORTABLE TOILET, OR SEPTIC SYSTEM REGULATIONS. SANITARY
FACILITIES SHALL BE PROVIDED AT THE SITE BY EACH CONTRACTOR OR
SUBCONTRACTOR THROUGHOUT CONSTRUCTION ACTIVITIES. THE SANITARY FACILITIES
SHOULD BE UTILIZED BY ALL CONSTRUCTION PERSONNEL AND BE SERVICED
REGULARLY. ALL EXPENSES ASSOCIATED WITH PROVIDING SANITARY FACILITIES ARE
THE RESPONSIBILITY OF THE CONTRACTORS AND SUBCONTRACTORS. THE LOCATION OF

WATER SOURCE
WATER USED TO ESTABLISH AND MAINTAIN GRASS, TO CONTROL DUST, AND FOR OTHER
CONSTRUCTION PURPOSES MUST ORIGINATE FROM A PUBLIC WATER SUPPLY OR
PRIVATE WELL APPROVED BY THE STATE OR LOCAL HEALTH DEPARTMENT.
EQUIPMENT FUELING AND STORAGE AREAS
EQUIPMENT FUELING, MAINTENANCE, AND CLEANING SHOULD ONLY BE COMPLETED IN
PROTECTED AREAS (I.E., BERMED AREA). LEAKING EQUIPMENT AND MAINTENANCE
FLUIDS WILL BE COLLECTED AND NOT ALLOWED TO DISCHARGE ONTO SOIL WHERE
THEY MAY BE WASHED AWAY DURING A RAIN EVENT.
EQUIPMENT WASH DOWN (EXCEPT FOR WHEEL WASHES) SHOULD TAKE PLACE WITHIN
AN AREA SURROUNDED BY A BERM. THE USE OF DETERGENTS IS PROHIBITED.
HAZARDOUS MATERIAL STORAGE
CHEMICALS, PAINTS, SOLVENTS, FERTILIZERS, AND OTHER TOXIC OR HAZARDOUS
MATERIALS SHOULD BE STORED IN THEIR ORIGINAL CONTAINERS (IF ORIGINAL
CONTAINER IS NOT RESEALABLE, STORE THE PRODUCTS IN CLEARLY LABELED,
WATERPROOF CONTAINERS). EXCEPT DURING APPLICATION, THE CONTAINERS SHOULD
BE KEPT IN TRUCKS OR IN BERMED AREAS WITHIN COVERED STORAGE FACILITIES.
RUNOFF CONTAINING SUCH MATERIALS SHALL BE COLLECTED, REMOVED FROM THE
SITE, AND DISPOSED OF IN ACCORDANCE WITH THE FEDERAL, STATE, AND LOCAL
REGULATIONS.
AS MAY BE REQUIRED BY FEDERAL, STATE, OR LOCAL REGULATIONS, THE CONTRACTOR
SHOULD HAVE A HAZARDOUS MATERIALS MANAGEMENT PLAN AND/OR HAZARDOUS
MATERIALS SPILL AND PREVENTION PROGRAM IN PLACE. A FOREMAN OR SUPERVISOR
SHOULD BE DESIGNATED IN WRITING TO OVERSEE, ENFORCE, AND INSTRUCT
CONSTRUCTION WORKERS ON PROPER HAZARDOUS MATERIALS STORAGE AND
HANDLING PROCEDURES. THE LOCATION OF ANY HAZARDOUS MATERIAL STORAGE
AREAS SHOULD BE INDICATED ON THE STORMWATER POLLUTION PREVENTION PLAN BY
THE OPERATOR FOLLOWING ON-SITE LOCATION OF THE STORAGE AREAS.

CATCH BASINS ON SITE WILL BE CONSTRUCTED AFTER TEMPORARY SOIL EROSION

ON-SITE
ON-SITE STORMWATER QUALITY MEASURES OPERATION AND MAINTENANCE INCLUDE
CATCH BASINS WITH 2 FOOT SUMP AND PERMANENT SEEDING / PLANTINGS.
DESCRIPTION: PERMANENT SEEDING / PLANTINGS IS THE FIRST LINE OF DEFENSE IN
WATER QUALITY TREATMENT BY PREVENTING SEDIMENT RUNOFF INTO THE STORM
SYSTEM AND FILTERING AND INFILTRATING STORMWATER RUNOFF. ON-SITE CATCH
BASINS WITH SUMPS SERVE AS THE SECOND WATER QUALITY MEASURE PROVIDING
SETTLING OF SEDIMENTS AND INITIAL CAPTURE OF OIL, TRASH, AND DEBRIS.
CONTACT INFORMATION: THE OWNER OF THE ON-SITE BMP'S WILL BE THE PROPERTY
OWNER.
THE SITE OWNER IS RESPONSIBLE FOR ALL MAINTENANCE AND COSTS ASSOCIATED
WITH THE ON-SITE BMPs.
THE CITY OF CARMEL HAS THE RIGHT TO INSPECT AND MAINTAIN ON-SITE BMPs AS
NECESSARY.
MAINTENANCE:
CATCH BASINS - INSPECT REGULARLY, REMOVE ACCUMULATED SEDIMENT, AND
FLOATABLES AS NEEDED USING VACUUM TRUCK.
PERMANENT SEEDING / PLANTINGS - A WARRANTY PERIOD OF ONE YEAR FROM DATE OF
SUBSTANTIAL COMPLETION COVERS REPLACEMENT MATERIALS FOR LANDSCAPING.
ALL PLANTINGS SHALL BE ALIVE AND WITHIN A HEALTHY VIGOROUS MANNER AT THE
END OF THE WARRANTY PERIOD OR SHALL BE REPLACED WITHIN 10 DAYS.
LAWN SHALL BE MOWED AT A HEIGHT OF NOT LESS THAN 2" TO INCREASE ROOT MASS.
LAWN SHALL NOT BE FERTILIZED MORE THAN TWICE PER YEAR AND SHALL BE
IMMEDIATELY WATERED INTO THE SOIL AFTER APPLICATION.
