3. Docket No. 19100006 ADLS Amend: Cottage Animal Clinic - Addition
The applicant seeks site plan and design approval for a 391 sq. ft. building addition to the existing building (1,139
sq. ft.). The site is 0.32 acres in size. It is located at 420 N. Range Line Rd. It is zoned B-5 and is within the Old
Town Overlay, Historical Range Line Sub-Area. Filed by William Brosius of William Gordon Group, Inc.
Project Overview:
The Petitioner proposes to construct a new one-story addition onto the rear of an existing business. All parcels to the
north, south and east (across Range line Rd.) are also zoned B-5/Business and are within the Historical Range Line Sub
Area of the Old Town Overlay. To the west are properties zoned R-2/Residential and are located within the Character Sub
Area of the Old Town Overlay. This business was originally approved under Docket No. 12080015 ADLS Amendment.

Unified Development Ordinance (UDO) Standards this project MEETS:
B-5/Business:
• Permitted use: Veterinary hospital without commercial kennel
• Minimum Front Yard Setback: 15’ required, 5’ existing (east)
• Minimum side yard: 5’ required, 10’ (north) and 15’ (south) proposed
• Minimum rear yard: 15’ required, 115’ proposed (west)
• Maximum lot coverage: 75% allowed, 59% proposed
• Maximum Building Height: 45’ allowed, 28’ existing two story, 14’ for one story addition proposed
Article 5 – Development Standards:
• Lighting plan – no changes proposed
• Landscape plan approved by Urban Forester
• Signage – no changes proposed
• Pedestrian connectivity: Paved walkway from the road to front door existing
• Vehicular parking: 11 spaces are required, 11 spaces existing (1 space per 300 sq. ft. of floor area required)
UDO Standards NOT MET, therefore adjustments or variance requests are needed: none
Site Plan, Parking and Engineering:
The building was originally converted from a residence to a portrait studio in 2006, approved under Docket No. 06080009
DP/ADLS. Cottage Animal Clinic went into the building in 2012. The existing parking lot and building placement are not
changing with this proposed addition. The Petitioner is simply removing a back porch and adding a one story addition on
crawl space for more exam rooms. The addition is 11.5’ wide and will take up the existing grass area on the back of the
building. The existing parking lot has room for 11 spaces, which is the amount required by the UDO for this type of use.
The Engineering Dept. has reviewed this project and will only need a Right-of-way permit as part of the construction
process.
Active Transportation:
There is an existing sidewalk along the front of this building on Range Line Road. The current sidewalk from the parking
lot to the front door will be removed and replaced with a new walk. A second new walk will be added on the north end of
the parking lot, which will lead to the new employee only entrance in the addition as well as to the new trash bin area.
Architectural Design:
The existing building is one of the Character Buildings in the Old Town Overlay. It has a very unique wrap around porch
and architectural style. The front and sides of the building will not be changed or impacted by the new construction. The
addition has been designed in a way that would appear as if it had always been there. It will have the same white siding as
the rest of the building. The roof pitch is the same. Similar (if not the same) windows will be used as the rest of the house.

Lighting:
Only one new recessed can light is proposed at the new entry to the addition. No other lighting is proposed or changed.
Landscaping:
The existing landscaping will remain, and will be supplemented by new plantings around the addition. A new tree will be
added on the west end of the site, to be compliant with UDO standards. The Urban Forester has signed off on the plans.
Signage:
A suspended style ground sign currently exists on the east side of the building and no new signage is proposed for this
building addition.

Recommendation:
The Dept. of Community Services recommends the Commercial Committee votes to Approve this item this evening.
