8. Docket No. 19100007 ADLS Amend: Penske Honda & Pre-owned buildings – Exterior Renovations
The applicant seeks site plan and design approval for exterior renovations to the Penske Honda building and the
Pre-owned building. Renovations include new signage and exterior façade materials. Combined, the sites
are 11.25 acres in size. The buildings are located at 4140 E. 96th Street and 4100 E. 96th Street. The sites are zoned
B-3 and are not located within any overlay zone. Filed by Matthew Hoener of TGD Architects on behalf of the
owner.
Project Overview:
The Petitioner proposes to renovate the exterior facades of the Honda building and the Pre-owned Honda (currently
named the Honda Certified) buildings. All parcels to the west, north, and east are also zoned B-3/Business. Please view
the Petitioner’s informational packet for more detail.
Unified Development Ordinance (UDO) Standards this project MEETS:
B-3/Business:
• Permitted use: Auto Sales
• Yards/Setbacks: existing – no changes proposed
• Maximum lot coverage: 80% allowed – no changes proposed
• Maximum Building Height: 35’ allowed, less than existing proposed
Article 5 – Development Standards:
• Lighting plan: existing – no changes proposed
• Vehicular parking: existing – no changes proposed
UDO Standards NOT MET, therefore adjustments or variance requests are needed:
• Signage – Additional signs will require variance approval
Site Plan, Parking, and Active Transportation:
No changes to the site plan, traffic flow, or amount of parking spaces is proposed. All work will be done to the façade of
the building. No changes to pedestrian access or connectivity are proposed.
Architectural Design:
The buildings currently have EIFS facades that are tan in color. The new plan is for the existing EIFS to be painted white.
For the Honda new car dealership building, a new ACM panel is proposed for the center of the building. It is shorter than
the current blue background on that building, and is more rounded, with additional windows. It becomes a usable part of
the building, rather than just an entry feature one walks through. It is blue with glass, and has the silver H logo in the
middle.
The Pre-owned building will get an update with the EIFS façade painted white, with a new lighted blue stripe to go across
the bottom of the façade. This is similar to what was installed at the Express Service Center to the east of this building.
Three signs are proposed; however, do require a variance for approval. Sign size must also meet UDO standards,
otherwise, additional variances will be needed.
Lighting:
No changes to the existing site lighting are proposed. The new ACM panel entry feature on the main Honda sales building
will change the interior lighting, and how the building looks at night due to the occupiable nature of this new façade
element. The Pre-owned building will have a new blue lighted bar across the bottom of the façade as a design element,
which will match the other Honda building’s designs.
Landscaping:
No changes to the Landscaping plan are proposed.

Signage:
On the Pre-owned building, one wall sign currently exists on the south face of the building. The new proposal is to have
three separate signs on the south face of this building. Only one sign is allowed per the UDO, so the two new signs will
require variance approval. This variance has been applied for under Docket No. 19100011 V and will appear before the
BZA on Monday, November 25.
The main Honda sales building has 3 existing signs – Penske Honda, the H logo, and Service Center. The proposed
revisions to this façade will still have three signs, however, the Penske and Honda words will be separated, and the
Service Center sign will be removed from the south elevation. Petitioner, please confirm that the Service Center sign is
to be removed and the owner is not desirous of moving the sign somewhere else.
DOCS Remaining Comments/Concerns:
1. Signage variance approval needed for the Pre-owned building
2. Clarification on removal of Service Center signage on Honda sales building
Recommendation:
The Dept. of Community Services recommends the Commercial Committee votes to Approve this item this evening,
subject to Variance approval of the additional signs.
