The need for this request is due restraints of the grading of the proposed road at a low point near structures 2.1 and 2.2 of the proposed plans. The pipe between structures 2.1 to 2.2 was originally planned to allow for an 18” pipe to cross the road, which would have met depth requirements. After some revisions to the calculations at an earlier stage in the design process, the size was increased to a 24” pipe to meet the Stormwater Technical Standards Manual for runoff discharge flow. The proposed 24” pipe would not have sufficient pipe cover to meet requirements in section 501.01 by half of a foot. This variance, if approved, has been written in accordance with the standards to seek approval from the City of Carmel for a pipe cover requirement variance. To help minimize impact of a pipe with only 2 feet of cover across the road, rather than 2.5 feet, the indicated pipe run will be made of Class V RCP per direction of the City of Carmel review staff. If you should wish to discuss these items in detail, please contact me at your earliest opportunity. Thank you in advance for your consideration of this request. Sincerely, Woolpert, Inc.
