TABLED TO THURSDAY NOVEMBER 7 Docket No. 18010004 Z: Westbridge PUD Rezone. The applicant seeks rezone and primary plat approvals for 13.91 acres to change to PUD/Planned Unit Development. The site is located at 4281 W. 106th Street and is zoned S 1/Residential. Filed by Randy Green with ISBG Capital, LLC. Alexia: The Nov. 7th Residential Committee meeting will be the last meeting they can be heard at. Staff will recommend to withdraw their petition if they don't have anything to update the Committee. 2. WITHDRAWN-Docket No. 18090012 Z: Sherman Drive Townhomes Rezone(R-2 to UR). 3. WITHDRAWN-Docket No. 18090013 DP/ADLS: Sherman Drive Townhomes. Street. The site is located at 7 Sherman Drive. It is currently zoned R 2/Residential with a proposed change to UR/Urban Residential. Filed by Paul Reis with K-r-ieg DeVault, LLP on behalf of AZR Haver LLC . Alexia: The Petitioner of Sherman Drive Townhomes withdrew their petition. There's a time limit of 3 months when they could be heard again by the Plan Commission. 4. Docket No. 19050017 Z: Monon Crossing Townhomes Rezone R-1/Residential to UR/Urban Residential. 5. Docket No. 19050018 DP/PP/ADLS: Monon Crossing Townhomes. The applicant seeks rezone, site plan and design approval for a new subdivision consisting of 64 townhomes on 6.8 acres. The site is located at 1101 Rohrer Rd. The site is currently zoned R-1/Residential with a proposed change to UR/Urban Residential. Filed by Nelson & Frankenberger, LLC on behalf of Lennar Homes of Indiana. 1 Residential Committee Minutes 10-1-19 Petitioner-Jim Shinaver,Nelson&Frankenberger,LLC. • Passed out information packets to members of the public attending the meeting • Tab 2 shows the revised site plan. The number of townhomes have been reduced from 64 to 60 units. • We have pushed back the townhomes along Rohrer Road between 12'-14' away(east)from the street • We will plant trees along Rohrer Road • We have added a separate sidewalk along the townhomes that face Rohrer Road. There will also be a separated 10' wide multi-use path along Rohrer Road. • Tab 4 has our revised rear elevations.The color scheme shows a variation between each individual unit.A stone based has been added. Brick will be included up to the height of the garage door entry. There will be an additional window and a design change in the roof treatment. • Tab 5 shows the updated common areas. We have added landscaping and benches to our plans. • Tab 6 shows the sight line from the existing residential single family homes in Autumn Lake Subdivision • We will have a 50' setback at the south property line between Autumn Lake homes and the proposed townhomes • Tab 7 we have updated the path that connects to the Monon. The multi-use path will be 10' wide per request. • We have added benches and bike parking at the trailhead. We involved David Littlejohn with our plans for the trailhead. Keith Lash: David's main concern was the visibility at the trail connection. • We would like to address the comments about anti-monotony made in the Department Report. Passed out exhibit to address the architectural diversity. We have made detail changes to the front door entry way of each unit. • Passed out an exhibit, this shows the variation in brick color schemes for each unit • We will provide an updated color elevation exhibits at our next Plan Commission meeting Petitioner-Keith Lash,Lennar Homes: We are trying to create different looks for each of the Townhome buildings. We modified some of the buildings from 20' to 24' wide. This allowed us to add an additional window. We created two unique buildings that will face Rohrer Road,and that will continue as you go through the townhome development. Jim Shinaver: • We have filed a Subdivision Waiver request for the requirement of stub street connection • We have added additional bicycle racks in various common areas • The lighting plan will be in compliant with the City standards and we will provide the plan to Staff • We reached out to Republic Trash Services and they didn't see any issues in providing their services to the Townhome units.The residents will place their trash bins on one side of the motor court alley. • We will add the tree preservation area to our landscape plan • We will submit all of our updated plans to Staff through ProjectDox Department Report: Alexia Lopez: • We still have to review the updated plans once they are submitted • They did file their waiver for no stub street connection. We would still like other service vehicles to use the stub street connection as a compromise. Fire,police,post office, school buses,or delivery trucks. • We have additional comments on the architecture, such as using stone or brick detailing around the windows. Keith Lash: We are open to use different materials by unit. Materials such as limestone and brick. • The ordinance requires an architectural change from building to building. The end units should have an additional bay window to add more detail. Keith Lash: We can't have an additional bay window because of the layout of the floorplan.Alexia: Can you add anything else or a variation in color?Keith Lash: We can create some color variation in the brick as you move through the corridor to further enhance the rear and side elevations. Committee Comments: Carrie: The path to the Monon looks great and inviting. Is this a concern that this will create an invitation for people to park and access the Monon?Alexia: This is not a concern for us.This is allowed since they have a public street that ends to the cul-de-sac.Jon Dobosiewicz,Nelson&Frankenberger: The public is allowed to park near the townhomes next to Bub's Burgers. There is a trailhead very close to the north that more people will be likely to use. Brad: Will there be signage for no parking along the cul-de-sac? Jon Dobosiewicz: The spaces will be striped. They can't park there since that space will be needed for emergency vehicles to use if needed. 2 Residential Committee Minutes 10-1-19 Brad: Will underneath of the decks be stained? Keith Lash: It's not stained. It's up to the owner. It will be a treatable material that can be stained with a choice of stain color. Brad: How will the residents position their trash bins for pickup? On one side and how many trash bins allowed? Will this leave enough room for vehicles to get around?Keith Lash: There's enough room for four bins. Carrie: I've seen this done in other townhome units and they are placed on one side.Alexia: Republic had an issue at Clay Corner.The alleys were one lane and it makes it difficult for trash trucks to drive through and turn into. Jon Dobosiewicz: Clay Corner has a 12' wide alley. These townhomes will have 16' wide alleys.The additional 4' should be enough room. Grand&Main Townhomes have a 16' wide alley. Nick: Are the floor plans the same on every unit? Keith Lash: There are four different floor plans offered. The units on the ends will have the same floor plans. Alexia: What did you shrink to move the buildings farther from Rohrer Road? Keith Lash: We brought the buildings closer to the courtyards. Brad: Can you go over what was done with to obtain the sight line exhibit? Jim Shinaver: We were trying to show what would the sight lines would be from the rear of the Autumn Lake home to the Townhome units at the south property line. With the additional landscaping and the existing tree line,we feel this will be a great buffer. Brad: What's the landscaping standard? Does every 100' must have these tree types,or the entire length of the property line must achieve the equivalent of these trees for every 100'? Jon Dobosiewicz: Since there are existing trees we are preserving, it won't all look the same but we will meet our totals along the entire tree line. We will work with the Urban Forester to get the correct amount of trees. Jim Shinaver: This is a straight rezone and not a PUD. We are meeting the requirements of UDO. Brad: We need to discuss the stub street connection. Alexia: They are proposing an emergency only access,with a reduced street width,and raised bollards. Nick: We can install a raised pavement like a speed bump. Brad: What's the width between the two large existing trees? Keith Lash: Around 25'. We would love to save both trees but we will examine which trees are healthy and worth saving. Brad: Does the sidewalk at the stub street in Autumn Lake remain a dead-end? Keith Lash: We do not show a connection into the Townhome subdivision. Alexia: They could add a connection to the existing sidewalk. Jon Dobosiewicz: It can extend through the ROW and not on private property. Carrie: Does Autumn Lake have a connection to the Monon? Jon Dobosiewicz: It's a private HOA access. Alexia: Does the Committee have a preference on the brick detail above the windows? I want to make sure they are meeting the Ordinance requirement for diversity and not having the same cookie cutter look to them. Brad: I like the motivation,but the effort wouldn't be worth it. You wouldn't get to enjoy the architecture for someone driving along Rohrer Road. If you would enjoy it,would be at street level. Jon Dobosiewicz: Our preference is a stone header,rather than a masonry header. Carrie: I like stone header. It dresses it up. I want them to be consistent. Brad: I also think it dresses it up. Keith Lash: The stone actually costs more than the brick,but we are ok with that. A Motion by Nick and seconded by Carrie to forward Docket Nos. 19050017 Z and 19050018 DP/PP/ADLS to the full Plan Commission with a Favorable Recommendation. Approved 3-0,absent Westermeier,Kegley.
