HomeMy WebLinkAboutPacket for HO 11-25-19Ryan and Patricia Hendershot 14011 Old Mill Circle, Carmel, IN 46032 UDO Section 2.06: Maximum 35% lot coverage allowed in S2/Residence Zoning District Docket Number: 19100023 V Hearing Date: November 25, 2019 at 5:30 pm Introduction: We are requesting a variance to be able to install a swimming pool plus patio in our backyard space. What We Are Asking For: Carmel currently requires a maximum of 35% lot coverage. We are requesting 42% Statement of Support: A. Current lot drainage will not be affected – The pool/patio area is designed to be located off all utility easements and set-backs. The final grade will require to include approximately 3-5’ of the rear set-back. Carmel Engineering Department have reviewed the Lot Plan with the final pool design and have minimal concern (see attached “Exhibit A”). Since we will also be installing an 8’ rock landscaping bed with edging, the remaining grass area on the easement will not be altered from existing. B. Professional Installation – We have contracted with Pools of Fun to complete the pool and patio installation. They are a respectable Contractor with many years of pool installation experience. C. Improve Surrounding Property Values – Swimming pools generally increase the value of properties and are considered a common amenity for a residential property. As Homeowners, we invest a great deal of time and effort in maintaining our property appearance and value to a high standard. The additional landscaping and pool area we have designed, will add to the already well-maintained and landscaped yard. D. You just need to be sure that the contractor takes into account all drainage from upstream and allows that to pass through to the Stormwater inlet. There is a subsurface drainage pipe in the backyard (owned and maintained by Hamilton County), so you should try and stay away from that pipe by 5-feet or so if you can so that they can get in there and do work as needed. This pipe should be in line with the Stormwater inlet and going parallel with your rear property line. Note that you will need to speak with Hamilton County (Surveyor ’s Office, 317-776-8495) to obtain a Non-Enforcement Agreement for your fence if it is within the easement. The Fence for the City will only require a Fence Permit (attached). Please do not disturb the existing grade of the back 10-feet or so of the easement as this would be vital for potential emergency flood routing for your area and you do not want to cause backups in those events. Please exercise caution and Do Not open attachments or click links from unknown senders or unexpected email. **** Hi Jarrod, Thanks again for taking time this afternoon to discuss our concerns related to the rear utility and set-back easements related to the pool construction on our property at 14011 Old Mill Circle. Our pool contractor, Pools of Fun has highlighted a concern related to the back fill and final grade. The pool and patio will be located off of the 18' rear easement by approximately 2'. The effective elevation change by adding the pool and patio at the furthest point away from the house is approximately 1.5' and they are expecting to need to a portion of the rear easement to final grade to the necessary slope. One thing you suggested during our conversation that would be helpful to the slope and draining calculation would be to add landscaping rock to this transition. Our plan is the have approximately 6-8' of landscaping rock with edging all around the patio. I've attached a copy of the pool design with elevations and the easements shown. Can you please review the information and provide any comments, suggestions or concerns so that we can inform Pools of Fun that they are allowed to complete the back fill and grating as required.
