DEPARTMENT REPORT
NOV. 25, 2019
(V) BMV Signage.
The applicant seeks the following development standards variance approval:
1. Docket No. 19100004 V UDO Section 5.39.I.2 1 sign allowed, 2 requested. The site
is located at 271 Merchants Square Dr. It is zoned B8/Business. Filed Lee Faulkner of Sign Solutions,
Inc. on behalf of the Indiana Bureau of Motor Vehicles.
General Info & Analysis:
The Petitioner seeks variance approval to place a 2nd wall sign on the west façade of the building. The BMV
tenant is located within a multi-tenant ground floor building. The site has three street frontages: Medical Dr.,
Merchants Square Dr., and AAA Way. Please see the Petitioner’s informational packet for more detail on
the variance request.
Currently, one wall sign faces south towards Merchants Square Dr., (BMV | BMV Connect). The Petitioner
would like a 2nd wall sign that faces west towards Merchants Square Dr., Because the BMV is only permitted
one sign per street frontage, a variance is required to allow the second sign (to face west). The logo wall sign
facing west is 49 sq. ft. in area and fits within the spandrel panel. It is the BMV seal. One wall sign exists on the
south façade (BMV | BMV Connect) and has already been approved. The Planning Dept. supports this
variance request.
The Unified Development Ordinance (UDO) states the following for signage for tenants within a Multi-Tenant
Ground Floor Building:
i. Per Tenant:
[1] One Awning, Projecting, or Wall sign per Street Frontage (maximum two).
[2] One Secondary Projecting sign per tenant Façade, maximum two for pedestrian identification
along a sidewalk.
[3] One Wall sign for the rear parking lot Public Access Entrance Facade if the building has a Front
Yard with a depth of less than fifteen feet.
ii. Per Building:
[1] If a Building has more than one Street Frontage, One Ground sign may be installed for the Street
Frontage without Awning, Projecting, or Wall signs per Section 5.39(I)(2)(a)(i)[1] above (max. 3).
[2] A building owner with two or more Street Frontages may elect to transfer a permitted sign from
one Street Frontage to another.
[3] However, no more than two signs shall be oriented to one Street Frontage as follows: One
Projecting or Wall Sign and one Ground Sign.

The Dept. of Community Services recommends positive consideration of Docket No. 19100004 V.
