THIS AMENDMENT TO THE AGREEMENT FOR PROFESSIONAL SERVICES ("Agreement") entered into
by and between the City of Carmel and Nelson\Nygaard Consulting Associates, Inc.. (the "Professional"), as City
Contract dated February 6, 2019 shall amend the terms of the Agreement by adding the additional services to be
provided by Professional consistent with the Scope of Work attached hereto and incorporated herein as Exhibit "A".
The terms and conditions of the Agreement shall not otherwise be affected by this Additional Services Amendment
and shall remain in full force and effect.

SCOPE OF WORK
TASK 6 ADDITIONAL SCENARIO DEVELOPMENT
6.1 Update Density Assumptions and Alternatives
Nelson\Nygaard will coordinate with Cannel's redevelopment department to create an updated
land-use map that reflects envisioned development densities in Central Cannel.It is assumed that
redevelopment staff can provide comprehensive,quantitative data on expected development that
can be translated into expected residential and employment densities.This map will then be used
as an underlying assumption when developing new transit scenarios.The consultant team will
meet internally to identify alignment options that serve the expected development patterns.In
addition,Nelson\Nygaard will coordinate with Green Street to determine whether the market
analysis they are completing can provide any data to support the claim from business owners that
the potential workers needed to fill jobs in Cannel exist in Central Indiana,but these workers are
unable to access jobs in Carmel due to transportation challenges.
6.2 On-Site Workshop
Nelson\Nygaard will prepare materials for and facilitate an on-site workshop with City of Carmel
staff and elected officials to collaborate on development of fixed route and flexible transit services
in Cannel.The workshop will be approximately 2-hours and will consist of:
• Review of the transit modes appropriate for Cannel(including the return on investment
of rail vs.bus)
• Confirmation of focus areas for fixed-route transit service
• Discussion of effective ways to serve lower-density parts of Carmel
• Presentation of preferred Red Line-oriented scenario(modified from Scenario i)
• Review and comment on draft alignment options for No Red Line scenario(to be
prepared by Nelson\Nygaard in advance),and consensus on a preferred service design.
6.3 Develop Scenarios
Three new draft scenarios will be developed that explore different service options and focus solely
on local travel markets rather than a combination of local and regional travel patterns.These
scenarios will include an underlying assumption that the Red Line does not exist.From these
draft scenarios,one preferred No Red Line scenario will be identified.
For both the Red Line-oriented scenario and the No Red Line scenario,implementation guidance
will be provided regarding the potential to adapt each scenario under different Red Line
outcomes.For the Red Line-oriented scenario,Nelson\Nygaard will provide an indication of how
services might be implemented prior to the full buildout of the Red Line.For the No Red Line
scenario,we will provide implementation guidance on how the system might be adapted in the
future if the Red Line were to be implemented in the future.

6.4 Capital, Operating, Financial Plan
The original scope of services assumed that a single preferred scenario would be included in the
public transportation framework. Based on feedback from the City,Nelson\Nygaard proposes
creating a detailed capital,operating,and financial plan for two preferred scenarios: a Red Line-
oriented scenario and a No Red Line scenario.The fee listed for this task herein represents
additional effort associated with developing a capital,operating,and financial plan for a second
preferred scenario.
TASK 7 COMMUNITY-FOCUSED STAKEHOLDER OUTREACH
7.1 Additional Stakeholder Engagement
Nelson\Nygaard will conduct one additional round of stakeholder workshops to engage Carmel
residents who were not the focus of the initial two rounds of engagement.Participants may
include representatives from neighborhood associations,homeowners associations,service
organizations(Rotary,Kiwanis,etc),and other community leaders.The purpose of these
workshops will be to collect feedback on the revised scenarios.
FEES AND SCHEDULE
The following cost estimate includes time and travel expenses for attendance by three members of
the project team for the on-site alternatives workshop,and a second site-visit by two members of
the project team for the additional stakeholder workshops.The project schedule will depend
somewhat on the timing of the on-site workshop and additional stakeholder outreach.
Nelson\Nygaard will work to provide a draft final report within four weeks of the stakeholder
workshop.
