Ex. E Gramercy East Project Description
The applicant, Buckingham Properties, LLC (“Buckingham”), has filed applications
seeking Development Plan and ADLS approval for the first phase of development for “Gramercy
East”. The subject real estate consists of approximately 22.9 acres, is located south of and adjacent
to City Center Drive, west of Keystone Parkway, east of and adjacent to the Gramercy West
residential community under development by David Weekley Homes and north of Carmel Drive
(the “Real Estate”).
The Real Estate is shown outlined in yellow on the aerial map included with this submittal
and is zoned pursuant to the Gramercy Planned Unit Development District Ordinance, Ordinance
Number Z-493-06, and associated zoning commitments and amendments thereto (collectively, the
“Gramercy PUD”).
The Real Estate is located in a premier submarket in the Indianapolis metro area and the
first phase of the “Gramercy East” development includes the removal of approximately 112
apartment units from the existing Gramercy apartment complex to develop approximately 483
multi-family apartment units within three (3) individual buildings. Each individual building would
be a 4-story structure serviced by elevators. The central building, in addition to multi-family
apartment units, will also contain a 258 space structured parking garage and community leasing
amenity center.
The plans are fully detailed in this application submittal. The submittal includes the
proposed building elevations and Development Plans, including site landscaping and lighting. As
illustrated, by the renderings and exhibits, the proposal complies with all of the requirements of
the Gramercy PUD.
GRAMERCY PROJECT DESCRIPTION
A part of the North Half of Section 31, Township 18 North, Range 4 East, in Clay Township, Hamilton
County, Indiana, more particularly described as follows:
Commencing at the Northwest corner of the Northeast Quarter of said Section 31; thence South 89
degrees 51 minutes 13 seconds East (Indiana State Plane East Zone Grid Bearings) along the north line of
said quarter section a distance of 657.90 feet to the east line of the West Half of the West Half of said
Northeast Quarter; thence South 00 degrees 06 minutes 29 seconds East along said east line a distance
of 50.00 feet to the southeast corner of right‐of‐way Parcel 3A conveyed to the City of Carmel in
Instrument Number 2019027971 in the Office of the Recorder of Hamilton County, Indiana and being
the POINT OF BEGINNING; thence continuing South 00 degrees 06 minutes 29 seconds East along said
east line a distance of 5.00 feet; thence South 89 degrees 51 minutes 13 seconds East a distance of
25.00 feet to the northwest corner of Parcel 1 of the lands conveyed to BC Gramercy I, LLC in Instrument
Number 2018057031 in said Recorder's office; thence South 00 degrees 06 minutes 33 seconds East
along the west line of said parcel and southerly extension thereof a distance of 1,750.02 feet; thence
North 90 degrees 00 minutes 00 seconds West a distance of 179.30 feet to the east line of the
Secondary Plat of Gramercy West recorded as Instrument Number 2018057148 in said Recorder's office
being a point on a non‐tangent curve to the left having a radius of 785.00 feet, the radius point of which
bears South 89 degrees 12 minutes 00 seconds West; thence along said east line for the following nine
(9) courses: 1) thence northerly along said curve an arc distance of 52.63 feet to a point which bears
North 85 degrees 21 minutes 29 seconds East from said radius point; 2) thence North 04 degrees 38
minutes 31 seconds West a distance of 116.42 feet to a point on a tangent curve to the left having a
radius of 235.00 feet, the radius point of which bears South 85 degrees 21 minutes 29 seconds West; 3)
thence northerly along said curve an arc distance of 47.01 feet to a point which bears North 73 degrees

minutes 13 seconds East a distance of 74.54 feet; 3) thence North 72 degrees 21 minutes 00 seconds
East a distance of 147.09 feet; 4) thence South 89 degrees 51 minutes 12 seconds East a distance of
610.05 feet to the Point of Beginning, containing 22.91 acres of land, more or less.
