THE CONTRACTOR IS ENCOURAGED TO INSPECT THE RIGHT-OF-WAY WITH THE CITY PRIOR TO THE START OF CONSTRUCTION TO DOCUMENT THE EXISTING CONDITION OF THE RIGHT-OF-WAY. BENCHMARK MINIMUM FLOOD PROTECTION GRADE & LOWEST ADJACENT GRADE DEFINITIONS This project is located at the northeast corner of the intersection of Michigan Road and 98th Street in Hamilton County, City of Carmel, Indiana. The site will consist of one (1) platted parcel totaling 0.98 +/- acres in size. There is no off-site or upstream acreage being routed through the site. The site is currently vacant and is covered entirely by greenspace with existing utility and storm infrastructure surrounding the site. The proposed improvements will consist of a new automobile service shop along with the associated utility and drainage infrastructure and new hard surface for parking and ingress / egress. Inlets and subsurface storm sewers will be used to convey storm water to the previously approved Walnut Creek Drive infrastructure. Storm water will be routed to and collected by the North Augusta Arm #1-Crooked Creek Regulated Drain. Approved design plans (11/2009) for the North Augusta Arm #1-Crooked Creek Regulated Drain are on file with the Hamilton County Surveyor's Office. The stormwater detention pond system of West Carmel Marketplace includes the subject site with post-developed conditions in an updated analysis performed by Woolpert, LLP in June, 2007 and reviewed / approved by the Hamilton County Surveyor's Office (Letter on File). The proposed improvements will result in a curve number (CN) of 88.8 and a runoff coefficient (C) of 0.57 for the 0.98 acre outlot; therefore, substantially less than the previously approved drainage master plan. Additional stormwater detention for the subject outlot is NOT required. The allowable release rates for the 0.98 +/- acre subject site would be 0.1 cfs and 0.29 cfs for the 10-year and 100-year storm events respectively. However, detention for the subject site is provided for within the West Carmel Marketplace Development. The developed 10-year and 100-year release rates from the subject site (prior to detention) are 2.96 cfs and 5.59 cfs respectively. The required detention volume for the subject site is provided for within the drainage master plan of West Carmel Marketplace (see drainage calculations referenced above prepared by Woolpert). The applicable pages from the Approved Master Plan are in the Appendix of the drainage report for this project. DRAINAGE SUMMARY We have shown three (3) top-of-curb grades on Michigan Road and four curb/gutter grades along Walnut Creek Drive. The lowest on each of two are 883.37 (Michigan Road T.O.C.) and 883.0 (Walnut Creek Drive gutter grade). The minimum F.F.E. is to be at 15” above the Michigan Road Grade (883.37 - highest of the two), which is 884.62. The F.F.E. has been set at 885.25. The local flood overflow route for the storm inlets is 883.50; therefore, one (1) foot above the aforementioned elevation would be 884.50, which represents the MFPG . The 100-year elevation of the off-site pond is 881.14 and does not come into play. Therefore, the MLAG/MFPG has been set at 884.50. The minimum F.F.E. shall be no less than 6" above finished grade around the building, which results in a minimum F.F.E. of 885.0. The MFPG and MLAG are calculated correctly and the set F.F.E. of 885.25 is in compliance with the STSM.
