INTRODUCTION
The Plum Creek Master Planned Community was originally approved by the
Carmel Plan Commission in December of 1993 The first sections of the project began to
take form in 1994 with home-building starting in November of that year The project has
proceeded very well with the planned mix of housing becoming a reality. Each
neighborhood within the development is notably distinctive in housing type and resident
profile
The golf course has opened with positive reviews leading to the scheduling of the
PGA's Senior Tour qualifier to be held in September Many golf outings have been
booked and wedding receptions will be commonplace when the banquet facilities are
completed later this summer It is anticipated that the swimming pool and tennis facilities
which are dependent upon the number of homes in the area will be under construction
later this Fall to be operational in 1999.
The fifteen acre area that had been reserved for the Carmel-Clay Schools has been
acquired by the Carmel Parks Department to be developed and linked via the planned and
partially constructed path system to the many other facilities in the immediate area
adjacent to Plum Creek
With the accelerated construction of Hazel Dell Road, accessibility to the area
and its many amenities will be greatly improved
With the opening of Prairie View Golf Course, there are now two golf courses in
the immediate area that are designed by world renowned golf course architects, those
being Plum Creek, designed by Pete Dye and Prairie View, designed by Robert Trent
Jones It is quite possibly the availability of these fine facilities that has created a shortage
of a particular housing product in the area As the demographics of Carmel changes, there
is an ever increasing number of residents over the age of fifty years who would prefer to
downsize not only their homes but also the size of the lots which must be maintained. The
typical profile of this Carmel citizen is one who is very active and prefers to spend
available free time on personal interests as opposed to home and yard maintenance Given
the price of real estate and the development expense associated with golf facilities, it is
likely that these golf courses may be the last to be constructed in the Carmel area. It is
quite possible that this may be the last opportunity to provide the most desirable housing
and lifestyle choice for this Carmel citizen.
The amended plat will provide not only additional homes targeted to this
homebuyer but will also provide for the preservation and construction of over seventeen
acres of park and open space. It is with this in mind that the request is made to provide
more of this housing type through an amendment to the Plum Creek Primary Plat.
