Good morning, Duane—
Yes,you can remove the paragraph about the' Hamilton county' roads, or you can just change the wording to 'City of
Carmel' roads.
I was able to find an email from December of last year,where Shoopman committed to installing his portion of the path
along 116th Street, and you were copied on that email, so I will place a copy of that email in the secondary plat file. And, I
will also follow up with Mike Hollibaugh when he gets back from his conference next week,to verify that that is all that
is needed.

Angie,thanks for responding so quickly. In your comment no. 3 below,the subdivider agreement form has a paragraph
about road improvements to existing Hamilton County roads. Since there are no Hamilton county roads affected by this
project, I assume that paragraph can be deleted from the agreement. .Is that a correct assumption?
As for conmient no. 4, I have not seen a written agreement although I assume there is one. I do know that Section 2C was
held up until that agreement was in place and since it is now under construction, I assume Mike was satisfied. Should I
try to obtain a copy of a written agreement from Paul Shoopman?

This letter is in response to your comment email dated April 28, 2017 for the above referenced project. We
have prepared the following responses to your comments:
General Comments:
1. Comment: Interceptor Fees on attached diagram will need to be paid prior to pre
construction. Those areas include the delineated Pink and Orange in the attached
diagram.
Response: Understood
2. Comment: CTRWD would like to see an angle that in non-acute into existing tie in
structure.
Response: The angle was revised into a non-acute angle tying into the existing MH.
3. Comment: CTRWD asks that the 8"sewer tie in at elevation 868.71 and the first
manhole upstream be a prefabricated drop structure. No inside drops allowed.
Response: The elevation into the existing MH has been revised to 868.71 and the
upstream manhole is now indicated to be a drop structure with a
prefabricated outside drop.
4. Comment: Due to potential maintenance issues we would ask that the structures that
protrude more than 3'above existing grade be installed to grade and then adjusted
when the next development phase occurs. Due to tripod manhole entries we need a
10'radius from center of manhole to have a safe flat area to work from.
Response: The top of casting elevation on MH WFW37 was revised per your comment
and notes have been added for structures that are proposed to be above
existing grade but less than 3 ft.above existing grade.
5. Comment: Prefixes for all manholes need to be MH-WFW27, MH-WFW28, etc.
Response: The MH prefixes have been revised as requested.
6. Comment: Pipe run between Str 36-37 needs to be SDR 26 designation.
Response: The pipe was revised to SDR 26.
7. Comment: Easements need to be 30'from structure 36-38 and 20'from 30-36 and 28-29.

Response: A note for bolt down structures has been added to the above-mentioned MH's.
9. Comment: Str. 37 should not show stub. Manhole will need to be cored when other areas
develop.

10. Comment: Please indicate caliper size and type of trees to be reinstalled in LBE for
trees being removed.
Response: The developer is working with a landscape architect who will provide this
information on a separate plan.

12. Comment: Please note that anything that gets installed in a non platted area recorded
easements will be required.

13. Comment: Summary of Lateral Installation Requirements are outdated please insert
most current spec.
Response: The current Summary of Lateral Installation Requirements has been added to

14. Comment: Please modify IDEM permit and application as appropriate based upon

This letter is in response to your comment email dated May 10,2017 for the above referenced project. We
have prepared the following responses to your comments listed below:
General Comments:
1. Comment: At project completion, as-builts must have all corrections made and
submitted in the following digital and paper formats:
Files must be submitted on a CD-ROM in a jewel case labeled with Engineering
Company Name, Project Name, and date CD was burned w/o using a file
compression in AutoCAD Version 2004 or earlier format. There should be one
drawing labeled as Water Features with only water pertinent information.
Response: Understood
2. Comment: Certified as-builts shall accurately reflect all field design.As-build must
be stamped "Field Verified"and signed by the developer's registered
professional engineer or land surveyor.
Response: Understood
3. Comment: Disc file names shall be clearly labeled and easily identifiable to all users.
Response: Understood
4. Comment: Projection shall be referenced to NAD83, Indiana State Plane Coordinate
System East Zone, using U.S. Survey Feet and per the Hamilton County datum.
Response: This subdivision was designed originally on its own coordinate system.
Changes at this time would affect our site control and could cause staking
errors. We would like to continue on the current system. All as-builts and
digital submittals will be up-dated to State Plane Coordinates.
5. Comment: All pertinent drawing elements will reside in the primary drawing file.
There shall be no cells, nodes, blocks, or reference files attached to the drawing.

6. Comment: Tie into section corners in the Indiana State Plane Coordinate System to
insure proper orientation.All underground fittings shall be marked with lath or
PVC and identification for GPS capturing.

each fitting identified, watermains identified by size and material, services from
lot line and centerline, and location of any traps.
Response: Understood
8. Comment: The as-built, both paper and digital, must be revised to show the exact
location of all watermains, laterals constructed, hydrants, valves, service lines&
fittings as installed with measurements from a permanent structure (e.g.fire
hydrant).
Response: Understood
9. Comment: After installation, actual point coordinate locations for all hydrants,
valves,fittings, etc shall be captured using a Survey Grade GPS unit. Points must
be submitted digitally as a cor file on as-builts.

Corrections:
1. Comment: At the dead end of lot#110, an 8"valve needs to be installed with a
temporary hydrant.
Response: The temporary hydrant has been added to sheet C700 at Lot 66 which was
Lot 110 on the previous submission.
2. Comment: Prairie Falcon Drive and the dead end of the cul-de-sac on lot 105, 6"
main with 6"valve hydrant and NO TEE.
Response: The 6"valve hydrant and no tee has been added to sheet C700 at Lot 61

1. Comment: Per Section 102.02 of the manual, all future construction plan submittals
shall have the revision date indicated on all sheets, and per Section 102.03.ii.k of
the manual, all future storm water drainage technical report submittals shall
contain the current revision date.
Response: The revision dates have been added to all plans and the drainage report.
2. Comment: Per Section 102.02.iii of the manual, the construction plans shall include
an overall project storm water management plan that includes the location,
dimensions, and supporting analyses of all detention/retention facilities,primary
conveyance facilities, and outlet conditions for all phases of a multi phase
development.
Response: See sheet C300 for required information.
3. Comment: Per Section 102.02.v.a of the manual, the existing project site layout
requires all elevations shall be given in North American Vertical Datum of 1988
(NA VD). The horizontal datum of topographic map shall be based on Indiana

this datum information. Please revise accordingly.

5. Comment: Per Section 102.02.vii of the manual, the storm sewer plan/profile sheet
(C600)shall include the hydraulic grade line to demonstrate that the hydraulic
grade line remains below the rim elevation for the design condition. Please
revise accordingly.
Response: The hydraulic grade line has been added to the profile on Sheet C600.
6. Comment: Per Section 102.02.xi.a of the manual, the grading and drainage plan
(C300)shall include existing drainage facilities, including size, material, invert
elevations and top casting information. Existing structure and pipe information
shall be as-built information and not design information. Please revise
accordingly.
Response: Sheet C300 was revised to include the requested information for all
infrastructure that have been constructed.
7. Comment: Per Section 102.02.xi.g of the manual, the grading and drainage plan
(C300)shall include, in addition to the information provided, details of all new
storm sewers, sub-surface drains (for both swales and roadways), and 100-year
overflow paths/ponding areas shown as hatched areas, along with all associated
easements. Details to be shown include structure locations, with structure
number reference and top of casting elevations,piping between structures as well
as other drainage pipe (roof drains, subsurface drains, etc.). Existing structure
and pipe information shall be as-built information and not design elevations. See
also comment 6 above and comment 21 below. Please revise accordingly.
Response: The 100-yr overflow paths have been added to Sheets C302A& C302B.
Details for the storm sewers have been added to sheets C300& C301.
8. Comment: Per Section 102.02.xi.m of the manual, the grading and drainage plan
(C300)shall include a drainage summary, which summarizes the basic
conditions of the drainage design, including site acreage, off-site/upstream
acreage, allowable release rates,post-developed 10 year, and 100-year flows
leaving the site, volume of detention required, volume of detention provided, and
any release rate. Please revise accordingly.
Response: A table has been added to sheet C300 showing the revised pond staging and
release rates.
9. Comment: Per Section 102.02.xi.q of the manual, the grading and drainage plan
(C300)shall include drainage arrows shall be indicated for all surface drainage,
swales and on each side of every break in swale slopes. Please revise
accordingly.
Response: Drainage arrows have been added to sheets C300& C301.
10. Comment: Per Section 102.02.xiv of the manual, a Structure Data Table shall be
provided in the plan set. At a minimum, the structure data shall include the
following information:structure number reference, upstream structure number,
downstream structure number, top casting elevation, upstream pipe elevation,
downstream pipe elevation,pipe length,pipe material,pipe size, type of structure
and detail reference to type of structure and any notes related to the structure.

11. Comment: Per Section 303.07 of the manual,ponding and overflow path throughout
the development resulting from a 100-year storm event, calculated based on all
contributing drainage areas, in their proposed or reasonably anticipated land
use and with the storm pipe system assumed completely plugged, shall be
determined, clearly shown as hatched area on the plans, and a minimum width of
30 feet along the centerline of the overflow path contained in permanent
drainage easements and shall remain within the limits of the development(shall
not encroach onto adjacent properties). A statement shall be added to the
secondary plat that would refer the viewer to the construction plans to see the
entire extent of overflow path as hatched areas.
Response: Emergency flood routing calculations have been added to the drainage
report and ponding limits/overflow routes are shown on C302B. The
required statement on the plat has been added referring readers to the
construction plans for more information.
12. Comment: Per Section 306.02.A of the manual, all new drain tiles equal to or greater
than 12 inches in diameter, inlet and outlet structures of detention and retention
ponds, and appurtenances thereto as required by this Article, that are installed in
subdivisions requiring a stormwater management permit from the City of Carmel
shall be contained within a minimum 30 feet of drainage easement(15 feet from
centerline on each side)and shown on the recorded plat. New drain tiles refer to
all sub-surface stormwater piping, tubing, tiles, manholes, inlets, catch basins,
risers, etc. The storm run from existing structure 3004A through and including
Str. 32 will need to be contained in said 30 foot easement as a part of the
proposed plat, half of which will be outside the limits of this section.
Response: Will the City accept a separate 15 ft. easement to cover the area that falls
outside of the boundaries of this plat? If so,we will prepare the description
and exhibit for your review.
13. Comment: Per Section 501.01 of the manual, there should be no less than 2.5 feet of
cover along any part of the pipe from final pavement elevation or final ground
surface elevation to the top of the pipe. Please review Str. 27 and 30, and revise
accordingly.
Response: This standard has been met in most locations,however,I am requesting a
waiver from this requirement at Structures 27 and 30. To meet this
requirement would require an extensive amount of fill to raise the street. I
can designate the pipe to be Class V if that will alleviate concerns from the
City.
14. Comment: Per Section 501.03 of the manual, manhole/inlet inside sizing shall be per
the Hamilton County Standard Detail Drawings. Please remove City of Carmel
Standard Drawing 10-34 on Plan Sheet C601.
Response: The Carmel detail was removed and the Hamilton County detail(D-20)was
added to sheet C601.
15. Comment: A portion of the exiting pond is shown being filled in on Plan Sheet C300.
Please provide calculations and/or a statement as to the impact this will have on
the storage volume, if any. In addition, by ordinance, this pond should have a
drainage easement a minimum of 15 feet beyond the actual footprint(top of the

bank or the 100-year pond elevation if no top of bank is present), which will need
to be addressed
Response: Portions of the existing pond currently encroach on proposed and future
lots. This condition was known at the time the original master plan was
prepared,therefore,the master plan accounted for portions of the pond to
be filled in. The calculations for the pond were based on the smaller pond
surface area after the areas were filled. The proposed grading for Section
5A reduces the normal pool of the existing pond by the amount anticipated
by the master design.

submitted to this office for review. If you have not already done so, please provide a set of drainage plans
and calculations to their office for review.We will share Crossroad's comments as they are received.
• Final drawings will not be approved for construction until:
o All Engineering Department and Utility Department and Hamilton County Surveyor issues have
been resolved.
o All bonds and performance guarantees are posted.

BOARD OF PUBLIC WORKS AND SAFETY
• A schedule for Board of Public Works and Safety meeting dates and agenda deadlines will be sent
electronically for your use upon request. Please use the Engineering Department deadlines for
submissions to the Board.
• Any submission to the Board requires prior approval by the Carmel Clay Plan Commission and/or the
Board of Zoning Appeals(if applicable)and completion of review by the Technical Advisory Committee.
All written requests to be placed on the Board's agenda must include the appropriate Docket Number
and the date(or dates)of approval by the Plan Commission and/or the Board of Zoning Appeals(if
applicable).
• Commercial Curb Cut Approval. Please provide 8Y2 x 11 exhibits with the request for approval. Provide all
pertinent information including lane widths,overall width,radii,lane markings,location of opposing
drives or streets,relationship to the location of previous curb cut,etc.
• Temporary Construction Entrance Approval. It appears the construction entrance is planned at the
location of a permanent curb cut. Therefore Board approval is not required.
• The installation of any permanent,privately owned and/or maintained improvement(signs,decorative
street signs,walls,streetlights,etc.)within dedicated right of way or dedicated easements requires the
execution of a Consent to Encroach Agreement between the Owner and the City of Carmel.Such
agreements are executed by the Board of Public Works and Safety. The City Engineer may approve
irrigation system agreements.
• Secondary Plat approval if applicable. All performance guarantees must be posted prior to submission of
secondary plats for Board of Public Works and Safety approval.
• Dedication of right-of-way if not platted. This is based upon the City of Carmel 20-Year Thoroughfare Plan
requirements. Dedication documents are available upon request. Please be advised that all Right-of-Way
Dedications must be accompanied by a Sales Disclosure Agreement completed by the owner for the
property being dedicated to the City. The dedication document cannot be recorded without a completed
Sales Disclosure. The form is available upon request.
• Any open pavement cuts of City right-of-way will require Carmel Board of Public Works and Safety
approval.
• All existing drives need to be abandoned through the Board of Public Works and Safety.
BONDING REQUIREMENTS
• Please contact Mr. Dave Barnes to review performance guarantee requirements. Please contact Mr.John
Duffy to review water and sanitary sewer bonding requirements.
• The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%of the
cost of labor and materials to construct the individual improvements,to be provided by the design
engineer. Please provide detailed Engineer's Estimates for each improvement including quantities,unit
costs,pipe sizes,and materials,etc.
• Upon completion and release of individual Performance Guarantees,a three-year Maintenance
Guarantee will be required(see Street Sign comments above). The Maintenance Guarantee amount is
based upon 15%of the Performance amount for Streets and Curbs and 10%of the Performance amount
for all other improvements.
• Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of Credit.

• Any work in the dedicated right-of-way will require an approved Right-of-Way Permit and a License&

scope of work of a required and posted Performance Guarantee,the Performance Guarantee may be
used to satisfy the bond requirements of the Right-of-Way Permit.

AVAILABILITY AND CONNECTION FEES

21. Please submit a revised Secondary Plat after making above-mentioned changes. Once these changes have
been made and comments addressed,please produce a Mylar copy(with the surveyor's and land owner's
signatures) for signature by this Department. Two paper copies of the plat must be filed with the Mylar prior
to recording, and two paper copies and an electronic copy of the scanned,recorded plat must be submitted
following recording of the document. Our approval of the secondary plat(signature) will be forthcoming
upon revision of the plans according to the items listed above.
