HomeMy WebLinkAboutDepartment Report Special HO 12-17-192 CARMEL BOARD OF ZONING APPEALS – HEARING OFFICER DEPARTMENT REPORT DEC. 17, 2019 (V) Hendershot Pool, Lot Coverage. The applicant seeks the following development standards variance approval: 2. Docket No. 19100023 V UDO Section 2.06 Max. 35% lot cover allowed, 42% requested. The site is located at 14011 Old Mill Cir. (SpringMill Ponds Subdivision, Lot 210). It is zoned S2/Residence. Filed by Ryan and Rae-Ann Hendershot, owners. General Info & Analysis: The Petitioner seeks variance approval to add a swimming pool to the rear of the lot, which affects lot coverage since it is adding impervious surface to the site. A maximum of 35% lot coverage is allowed, and 42% is requested. That is a variance of 7%. Please see the Petitioner’s informational packet for more detail on the variance request. The pool project includes hardscape, fencing, and landscaping. Landscaping will be abundant. The pool pump is designed with Quiet technology for whisper quiet operation. The proposed 5-ft tall wrought iron looking fence will be located in from the property lines and will surround the pool. (The fence will need Fence Permit approval, too, in addition to a Pool Permit.) The Petitioner has already consulted with the Carmel Engineering Dept. And, they will also need to coordinate with the Hamilton County Surveyor’s Office for approvals (a non-enforcement agreement regarding the easement). The adjacent neighbor does not have issues with the lot coverage variance request, but had engineering questions about the pool project and drainage swale. Those questions have since been answered by the Engineering Dept. via the Planning Dept. Also, the neighborhood HOA’s architectural review committee has approved the proposal. The Petitioner addressed all planning/zoning review comments, and the Planning Dept. supports this variance request.
