The project falls in the incorporated area and MS4 jurisdiction of the City of Carmel. 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. 3. The proposed project is located in the Little Eagle Creek Watershed 4. Please provide an outlet connection permit for the indirect connection to the Little Eagle Creek regulated drain. 5. The Hamilton County Surveyor's Office has no major comments or concerns with the proposed construction plans. 6. Please note, additional comments maybe warranted at a later date. Please exercise caution and Do Not open attachments or click links from unknown senders or unexpected email. **** All- This project went to TAC in 2017 and has been idle since August 2017 while working through an offsite drainage easement. st  The outfall south of 141 Street has been shifted east  Section 1 Secondary Plat has now been split into Section 1A & 1B. Both sections will be built at same time, initial emphasis will be to deliver Section 1A lots as soon as possible while completing remainder of Section 1B  Project is now moving forward, revised documents reflect the last review comment letter outstanding and response letter attached. Senior Project Manager 1     December 11, 2019 Angelina Conn City of Carmel – Department of Community Services One Civic Square Carmel, IN 46032 RE: Bear Creek South Docket No. 17040018 SP Amend Dear Angie, Please find enclosed 1 set of revised Final Plat, Construction Plans and Landscape Plans for Bear Creek South. The plans have been revised per your comment email dated July 13, 2017. I have addressed each of your items individually with a numbering system consistent to your comment email. NOTE: Please know this project has been idle since August 2017 while the Developer worked with adjoiners to south and Hamilton County Surveyor’s Office to secure an offsite easement for the storm sewer outfall. In addition, as the project moves forward Pulte has split the Section 1 Final Plat into two (2) phases. The entire project will be built in one construction season however there is now a 1A and 1B plat, the intent is to complete the initial infrastructure required for the initial Section 1A 7 lots to allow for building permits to be pulled sooner than waiting for entirety of infrastructure to be completed. Comment 2. Please provide copies of your correspondence with the TAC members and their correspondence with you. This comment remains active. Noted. Please find digital copies of comment/response letters with TAC members. Comment 11. Sheet 5: please add in all the dates and instrument numbers where there are now blanks. Please work with Dave Barnes in the City Engineering Dept. to get on a BPW (Board of Public Works) meeting agenda, which has a filing deadline. His number is 571‐2441, and his email address is dbarnes@carmel.in.gov. This comment remains active. Noted. At some point after project is released for construction, we will proceed with final steps for plat recording. We will submit back through Planning Department first for final review, signatures and then coordinate with Engineering Department to be placed on the BPW agenda. Comment 14. Please submit a revised Secondary Plat after making above‐mentioned changes. Once these changes have been made and comments addressed, please produce a Mylar copy (with the surveyor’s and land owner’s signatures) for signature by this Department. Two paper copies of the plat must be filed with the Mylar prior to recording, and two paper copies and an electronic copy of the scanned, recorded plat must be submitted following recording of the document. Our approval of the secondary plat (signature) will be forthcoming upon revision of the plans according to the items listed above. This comment remains active. Noted. Comment 24. Please note that the subdivision entry wall sign will need a Sign Permit. You can contact Ross Piertzak, Sign Permits Specialist, at 317‐571‐2417 or rpietrzak@carmel.in.gov. Please add a 5‐ft wide sidewalk connection from the southern part of the Landres Ln. cul‐de‐sac down to the 141st Street multi‐use path. A 5 ft sidewalk has been added from southern cul-de-sac to 141st street. (New) Comment 27. Please request a revised address list and new street name list from Dave McCoy in the information Systems Dept. (dmccoy@carmel.in.gov), especially since Landres Lane is now proposed to be a cul‐de‐sac and no longer a through street. In between last submission and this resubmittal Dave McCoy indicated a number of street names were denied. The resubmitted plat/plans contain new street names that were indicated to be acceptable and seeking formal approval. The project will be resubmitted to Dave McCoy to verify street names are still available and valid as part of this resubmittal process.
