The site consists of a single parcel totaling 3.56 +/- acres in size It is currently developed with an existing restaurant with drive thru and convenience store with drive thru along with gas pumps and an associated canopy. The proposed improvements will consist of a 3,400 square foot addition to the northernmost building. The existing drive thru will be removed along with some asphalt pavement and concrete patio. The removal of existing impervious surface combined with the building addition will result in a NET REDUCTION of 289 square feet of total impervious surface. Existing inlets and subsurface storm sewers are used to convey storm water to the existing dry detention facility in the rear (west) of the property. The storm sewer outlet connects to an existing 48" diameter storm sewer flowing south along Michigan Road. The dry detention pond was previously designed and approved with a 1.5" orifice to discharge at 0.09 cfs and 0.24 cfs for the 10-year and 100-year storm events respectively. However, a 1.5" orifice was not feasible and would likely become clogged; therefore, the City of Carmel requires a minimum orifice size of 6". The existing dry detention pond with a 6" orifice discharges at 1.04 cfs and 1.43 cfs for the 10-year and 100-year storm events respectively. This is substantially less than the 2.19 cfs (10-year) and 5.48 cfs (100-year)that previously discharged from the site into the existing storm sewer system in Michigan Road. The pond was designed to provide a storage volume of 0.94 acre-ft. of which only 0.49 acre-ft. (53%) will actually be utilized with the minimum 6" orifice. It should be noted that with the proposed building addition, the overall development will only have have 66,601 square feet of impervious surface. That is a NET REDUCTION of 289 square feet of total impervious surface from the existing conditions and leaves 57% greenspace for the subject site. Drainage conditions for the subject site and the surrounding properties will not be negatively impacted by the proposed building addition. OVERFLOW ROUTING MAJOR FLOOD ROUTE FOR DETENTION FACILITY a LOCAL FLOOD ROUTE FOR INLETS & STORM SEWERS MINIMUM FLOOD PROTECTION GRADE & LOWEST ADJACENT GRADE DEFINITIONS The top -of -curb grades on Michigan Road range from 882.11 on the south to 882.68 on the north. The required Minimum Lowest Adjacent Grade (MLAG) due to curb elevations would then be set at 15" above the Michigan Road Grade 882.68 (highest along the frontage) to be 883.93. The maximum overtopping elevation for the local flood route for the storm inlets (assuming all inlets fully clogged) is 884.97. One (1) above that would require a Minimum Flood Protection Grade MFPG of 885.97. The designed 100- ear elevation of the and is 883.53 ( ) g Y p (1.5" orifice) with the emergency overflow weir set at 883.54 with an overtopping (1.25 x 100-year max. inflow) elevation of 883.99. Two (2) feet above the emergency overflow weir elevation would set the MFPG at 885.54. The maximum of all of these elevations is 885.97; therefore, the MLAG/MFPG has been set at 885.97.
