MEETING MINUTES
MONDAY, DECEMBER 2, 2019 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Jeff Worrell; Council Members: Laura Campbell, Ronald E. Carter, Kevin D. Rider,
Sue Finkam, Anthony Green, H. Bruce Kimball, and Deputy Clerk Jacob Quinn were present.
Council President Worrell called the meeting to order at 6:00 p.m.
AGENDA APPROVAL
The agenda was approved unanimously.
INVOCATION
Chaplain George Davis, Carmel Fire Department, delivered the Invocation.
Councilor Carter led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
There was a moment of silence for Firefighter Marc Gehlbach and former Councilor Tom Kendall who
both passed away.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
There were none.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
Councilor Carter addressed an article in the Indianapolis Star concerning roundabouts the he felt was
biased and left out crucial facts.
CONSENT AGENDA
Councilor Rider moved to approve the consent agenda. Councilor Campbell seconded. There was no
I Council discussion. Council President Worrell called for the vote. The motion was approved 7-0.

Councilor Finkam reported that the Finance,Utilities and Rules Committee had met and that reports
would be given when the items appear on the agenda.
Councilor Green reported that the Land Use and Special Studies Committee had not met.
Hamilton County Councilor Brad Beaver introduced himself to Council.

OLD BUSINESS
Councilor President Worrell announced the Fourth Reading of Ordinance D-2488-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 8, Article 6, Sections 8-56(d)
and 8-58(a); Sponsor(s): Councilor(s)Finkam and Worrell. Item remains in the Finance,Utilities and
Rules Committee.
Councilor President Worrell announced the Second Reading of Ordinance Z-647-19; An Ordinance of
the Common Council of the City of Cannel, Indiana, Rezoning Real Estate to the Urban Residential (UR)
District; Sponsor: Councilor Kimball. Item remains in the Land Use and Special Studies Committee.
Councilor President Worrell announced Resolution CC 11-18-19-02; A Resolution of the Common
Council of the City of Carmel, Indiana, Approving a Transfer of Funds Within the 2019 Motor Vehicle
Highway Fund Street Department Budget. Councilor Finkam announced that the item is returning from
the Finance,Utilities and Rules committee with a positive 3-0 recommendation. Councilor Finkam moved
to approve Resolution CC 11-18-19-02. Councilor Rider seconded. There was no Council discussion.
Council President Worrell called for the vote. Resolution CC 11-18-19-02 was approved 7-0.

Councilor President Worrell announced Resolution CC 11-18-19-06; A Resolution of the Common
Council of the City of Carmel, Indiana, Approving Certain Matters in Connection With the North Illinois
IStreet Economic Development Area(Zotec). Councilor Finkam announced that the item is returning from
the Finance,Utilities and Rules committee with a positive 3-0 recommendation. Councilor Finkam moved
to approve Resolution CC 11-18-19-06. Councilor Rider seconded. There was no Council discussion.
Council President Worrell called for the vote. Resolution CC 11-18-19-06 was approved 7-0.
Councilor President Worrell announced Resolution CC 11-18-19-07; A Resolution of the Common
Council of the City of Carmel, Indiana, Authorizing Use of Funds in the Carmel Redevelopment
Commission Supplemental Reserve Fund to Finance Certain Infrastructure Improvements. Councilor
Finkam announced that the item is returning from the Finance, Utilities and Rules committee with a
positive 3-0 recommendation. Councilor Finkam moved to approve Resolution CC 11-18-19-07.
Councilor Rider seconded. There was extensive Council discussion. Council President Worrell called for
the vote. Resolution CC 11-18-19-07 was approved 7-0.
Councilor President Worrell announced the Second Reading of Ordinance D-2497-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing the Issuance of the City of Carmel,
Indiana Economic Development Revenue Bonds, Series 20_(Franciscan Health Project), and Authorizing
and Approving Other Actions Thereto. Councilor Finkam announced that the item is returning from the
Finance,Utilities and Rules committee with a positive 3-0 recommendation. Councilor Finkam moved to
approve Ordinance D-2497-19. Councilor Rider seconded. There was extensive Council discussion.

Indiana Economic Development Revenue Bonds, Series 2020 (South Rangeline Project), and Authorizing
and Approving Other Actions in Respect Thereto. Councilor Finkam announced that the item is returning
from the Finance,Utilities and Rules committee with a positive 3-0 recommendation. Councilor Finkam
moved to approve Ordinance D-2498-19. Councilor Rider seconded. There was extensive Council
discussion. Council President Worrell called for the vote. Ordinance D-2498-19 was approved 7-0.
Councilor President Worrell announced the Second Reading of Ordinance D-2500-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing the Issuance of the City of Carmel,
Indiana Economic Development Revenue Bonds, Series 20_(North End Project), and Authorizing and
Approving Other Actions in Respect Thereto. Councilor Finkam announced that the item is returning
from the Finance, Utilities and Rules committee with a positive 3-0 recommendation. Councilor Finkam
moved to approve Ordinance D-2500-19. Councilor Rider seconded. There was extensive Council
discussion. Council President Worrell called for the vote. Ordinance D-2500-19 was approved 6-1 (Green
opposed).
Councilor President Worrell announced the Second Reading of Ordinance D-2499-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing the Issuance of the City of Carmel,
Indiana Taxable Economic Development Revenue Bonds, Series 2020 (City Center Phase II), and
Authorizing and Approving Other Actions in Respect Thereto. Councilor Finkam announced that the item
is returning from the Finance,Utilities and Rules committee with a positive 3-0 recommendation.
Councilor Finkam moved to approve Ordinance D-2499-19. Councilor Rider seconded. There was

extensive Council discussion. Council President Worrell called for the vote. Ordinance D-2499-19 was
approved 7-0.
PUBLIC HEARINGS
Councilor President Worrell announced the First Reading of Ordinance D-2501-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional
Appropriation of Funds from the General Fund#101 to the 2019 Department of Law Budget; Sponsor:
Councilor Finkam. Councilor Campbell moved to introduce the item into business. Councilor Finkam
seconded. Jon Oberlander, Assistant Corporation Counsel,presented the item to Council. Council
President Worrell opened the public hearing at 6:39 p.m.
Seeing no one who wished to address Council, Council President Worrell closed the public hearing at
6:39 p.m. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Finkam
seconded. There was no Council discussion. Council President Worrell called for the vote. The motion
was approved 7-0. Councilor Rider moved to approve Ordinance D-2501-19. Councilor Campbell
seconded. There was no Council discussion. Council President Worrell called for the vote. Ordinance D-
2501-19 was approved 7-0.
Councilor President Worrell announced the First Reading of Ordinance D-2502-19; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional
Appropriation of Funds from the General Fund into the 2019 Cannel Fire Department Budget. Councilor
Rider moved to introduce the item into business. Councilor Campbell seconded. Deputy Chief Mark
Gugel, Carmel Fire Department,presented the item to Council. Council President Worrell opened the
public hearing at 6:42 p.m.
Seeing no one who wished to address Council, Council President Worrell closed the public hearing at
6:43 p.m. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Carter seconded.
There was no Council discussion. Council President Worrell called for the vote. The motion was
approved 7-0. Councilor Rider moved to approve Ordinance D-2502-19. Councilor Campbell seconded.

Councilor President Worrell announced the First Reading of Ordinance D-2503-19; An Ordinance of
the Common Council of the City of Cannel, Indiana, Authorizing and Approving an Additional
Appropriation of Funds from the Operating Balance of the Non-Reverting Events& Festivals Fund(Fund
#923). Councilor Rider moved to introduce the item into business. Councilor Finkam seconded. Councilor
Finkam introduced the item to Council. Council President Worrell opened the public hearing at 6:47 p.m.
Seeing no one who wished to address Council, Council President Worrell closed the public hearing at
6:47 p.m. Councilor Finkam moved to suspend the rules and act on this tonight. Councilor Rider
seconded. There was no Council discussion. Council President Worrell called for the vote. The motion
was approved 7-0. Councilor Finkam moved to approve Ordinance D-2503-19. Councilor Rider
seconded. There was no Council discussion. Council President Worrell called for the vote. Ordinance D-
2503-19 was approved 7-0.

the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional
IAppropriation of Funds from the General Fund#101 to the 2019 Golf Course Budget. Councilor Rider
moved to introduce the item into business. Councilor Rider seconded. Bob Higgins, Brookshire Golf
Course,presented the item to Council. Council President Worrell opened the public hearing at 6:49 p.m.
Seeing no one who wished to address Council, Council President Worrell closed the public hearing at
6:50 p.m. Councilor Rider moved to suspend the rules and act on this tonight. Councilor Finkam
seconded. There was no Council discussion. Council President Worrell called for the vote. The motion
was approved 7-0. Councilor Rider moved to approve Ordinance D-2504-19. Councilor Campbell
seconded. There was no Council discussion. Council President Worrell called for the vote. Ordinance D-
2504-19 was approved 7-0.
Councilor President Worrell announced the Resolution CC 12-02-19-04; A Confirmatory Resolution
Designating an Economic Revitalization Area ZP Investments, LLC Zotec Partners, LLC. Councilor
Rider moved to introduce the item into business. Councilor Campbell seconded. Larry Gigerich, Ginovus,
presented the item to Council. Council President Worrell opened the public hearing at 6:52 p.m.
Seeing no one who wished to address Council, Council President Worrell closed the public hearing at
6:53 p.m.Councilor Rider moved to approve Resolution CC 12-02-19-04. Councilor Finkam seconded.
There was extensive Council discussion. Council President Worrell called for the vote. Resolution CC
12-02-19-04 was approved 7-0.
INEW BUSINESS
Councilor President Worrell announced Resolution CC 12-02-19-01; A Resolution of the Common
Council of the City of Carmel, Indiana, Approving a Transfer of Funds Within the 2019 Ambulance
Capital Fund Budget. Councilor Rider moved to introduce the item into business. Councilor Finkam
seconded. Deputy Chief Mark Gugel presented the item to Council. Councilor Rider moved to approve
Resolution CC-12-02-19-01. Councilor Finkam seconded. There was no Council discussion. Council
President Worrell called for the vote. Resolution CC-12-02-19-01 was approved 7-0
Councilor President Worrell announced Resolution CC 12-02-19-02; A Resolution of the Common
Council of the City of Carmel, Indiana, Approving a Transfer of Funds Within the 2019 Cannel Fire
Department Budget. Councilor Rider moved to introduce the item into business. Councilor Campbell
seconded. Deputy Chief Mark Gugel presented the item to Council. Councilor Finkam moved to approve
Resolution CC-12-02-19-02. Councilor Rider seconded. There was no Council discussion. Council
President Worrell called for the vote. Resolution CC-12-02-19-02 was approved 7-0
Councilor President Worrell announced Resolution CC 12-02-19-03;A Resolution of the Common
Council of the City of Carmel, Indiana,Approving the Suspension of the Short Term Residential Rental
Ordinance During Certain Periods of the Year. Councilor Finkam moved to introduce the item into
business. Councilor Rider seconded. Jim Crider, Director of Administration,presented the item to
Council. Councilor Rider moved to approve Resolution CC-12-02-19-03. Councilor Finkam seconded.
There was no Council discussion. Council President Worrell called for the vote. Resolution CC-12-02-
19-03 was approved 7-0

Councilor President Worrell announced First Reading of Ordinance D-2505-19; An Ordinance of the
Common Council of the City of Cannel, Indiana, Amending the Cannel City Code. Councilor Campbell
Imoved to introduce the item into business. Councilor Finkam seconded. Councilor Finkam introduced the
item to Council. Council President Worrell held the item over and did not send it to committee.
