CARMEL BOARD OF ZONING APPEALS | HEARING OFFICER
DEPARTMENT REPORT
JANUARY 27, 2019
(V) Allied Solutions East Wall Sign.
The applicant seeks the following development standards variance approval:
5. Docket No. 19120012 V UDO Article 5.39, SI-O1.H Wall signs cannot be placed over
architectural elements of building, East wall sign to cover three architectural columns/features.
The site is located at 350 Veterans Way, in Midtown Carmel Block 1 and is zoned Midtown Carmel
PUD/Planned Unit Development Ordinance Z-599-15. Filed by Christina Bruno of Bose McKinney &
Evans LLP.
General Info:
The Petitioner seeks approval to install a wall sign 34’5” in length and 3’5” in height on the east façade of the
existing 5-story tall building. (The Petitioner received a similar BZA variance approval in 2018 for the wall
sign on the west façade, with Docket no. 18010006 V.) The proposed sign will face east towards Veterans Way
(and Rangeline Rd.) The proposed sign will span across 3 building column design elements. Please see the
Petitioner’s info packet for more detail on the variance request.
Analysis:
For a multi-tenant, mixed-use building in a business district, the maximum sign height allowed is 70% of the
delineated spandrel panel height area and the maximum sign width allowed is 85% of the delineated spandrel
panel width. The proposed sign spans across 3 building columns. The sign is 60% the spandrel height and
351.6% the spandrel width, which is prohibited. Adhering to the Carmel Unified Development Ordinance
regulations would reduce the width and height of the sign to around 7’ and 1’5” respectively and would be
difficult to see located near the top of a 5-story tall building. The proposed sign size fits in with the overall scale
and height of the building. The adjacent properties exposed to the sign are all zoned either PUD or C2, and the
sign will be seen by individuals on Veterans Way and most likely on Rangeline Rd.
The Petitioner addressed all planning/zoning review comments, and the Planning Dept. supports this
variance request.
Petitioner’s Findings of Fact:
Please refer to the petitioner’s Findings of Facts included in their info packet.
Recommendation:
After all comments and concerns are addressed, the Dept. of Community Services recommends positive
consideration of Docket No. 19120012 V.
