Dear Mr. Shestak,
We write to you in your capacity as Administrator for the Board of Zoning Appeals/ Plan Commission for the
City of Carmel to express our grave concern over Republic’s request for a zoning change at the NW corner of
116th St. and Spring Mill. This area is presently zoned for low density residential homes. It was with this
understanding that we decided to build in the Stableside Section of Jackson’s Grant Village. We were attracted
by the low density quality of the neighborhood and the builder’s manifest intention to keep it that way.
The proposed plan to build that corner property into townhouses, retail, and a few single family homes to be
incorporated into Jackson’s Grant Village, will dramatically change the quality of life to which we aspired when
we chose to build in this area at this stage in our lives.
We are concerned about increased traffic, light, noise, security and overcrowding of the amenities that serve the
neighborhood. In addition, there is enough retail in the area, and there is no guarantee of the types of shops that
might chose to rent the space. Other neighborhoods have been adversely impacted by such retail expansions.
Additionally, the lower value of townhouses will negatively impact home values in Jackson’s Grant and affect
the natural environment of our residential area.
We live near the intersection of Terhune and Otto, the streets that would experience significant increase in
traffic and congestion as a result of the intended development. We have grandchildren who often visit the area
and we want to keep it safe for children and neighbors of all ages.
We attended many meetings in which Republic feigned sensitivity to these concerns. The current proposal is a
betrayal of that trust.
Please share this letter with the members of the Plan Commission. We thank you for your services to the city of
Carmel and appreciate your attention and positive response to this earnest concern.
