Dear Sirs,
I am a new resident to Jackson’s Grant and am writing to voice my strong opposition to Republic‘s, the developer for
Jackson’s Grant, petition to the City of Carmel to rezone the 21 acres on the northwest corner of Spring Mill Road and
116th Street known as Jackson’s Grant Village (JGV) from the current zoned low-density single-family residential to allow
20,000 sq. ft. of unneeded commercial uses and 55 high-density 3-story townhomes, with only 19 single-family homes.
In 2019, as I considered where to build a home I looked in Indianapolis, Westfield, and Carmel. One of the major
reasons I choose Carmel and Jackson’s Grant was the lack of mixed use plans for this development. Carmel is one of the
few local cities that has not adopted this concept in most of their developments. Below is the verbiage used by Republic
in their marketing materials:
“A ONCE-IN-A-LIFETIME OPPORTUNITY... Forests of native timber standing untouched and largely unexplored”
There was NO mention of commercial development and high-density townhomes.
“UNBRIDLED ELEGANCE AT EVERY TURN...Jackson’s Grant embraces and welcomes the way you want to live – outside
Jackson’s Grant borders but close by are convenient retail and specialty shopping, restaurants, healthcare...”
The area known as the Bridges contains the convenient amenities stated above. Within a short walk, everything a
homeowner would desire is included in The Bridges development. However, even with the success of this development,
there are a number of retail spaces that are not occupied. Why then would we need to add additional high density and
retail space in Jackson’s Grant Village? Republic has clearly misrepresented their plans for the Jackson’s Grant
development.
My additional concerns are :
Greater issues with traffic,
congestion, noise, security and increased crowding at Jackson’s Grant clubhouse, pool, & facilities. The negative impact
to the natural beauty and character of the promised Jackson’s Grant development is also of significant concern.
Last, significantly lower value townhomes may harm home values throughout Jackson’s Grant. Republic has
misrepresented the average price of a home in Jackson’s Grant and stated that the proposed townhomes are
comparable with Stableside homes. I researched the average cost of a Old Town Design Group home that has been built
in Stableside before I began my home in 2019. These homes on average are in the $700,000 + range and well above the
townhomes proposed by Republic.
Additionally, Republic has categorized the Brownstones in the Hamlet as “townhomes”. These are beautiful single
family homes that average in the $800,00+ range and are not even close comparable to Republic’s proposed
townhomes.

I am strongly opposed to the rezoning request by Republic for the reasons stated above and ask that you not approve
this request.
