Mr. Shestak,
I write to you in your position as Administrator, Plan Commission, City of Carmel and I ask that you forward my
letter to all of the members of the Plan Commission.
I am a Jackson’s Grant homeowner, living in Stableside which is the area most impacted by Republic’s plans to
build 55 townhouses, a few single family homes and to add 20,000 sq ft of commercial space in JGV.
I chose to build in JG and not elsewhere because of the quality of life promised by the developer and builder:
untouched natural areas, trails and a distinctly non-urban atmosphere. This promise was the major factor leading me
to build in JG. At no time was I made aware of Republic’s plans to turn the expansion area of 21 acres into a mixed-
use zone with commercial and high-density housing.
With respect to the desire of Republic to build commercial space with parking lots: no data have been presented to
demonstrate a need for such a space which would bring traffic, lights and noise especially to Stableside and most
particularly to Otto Lane which goes through our development. My home is on Stableside Lane, 1 house off the
corner with Otto and this proposed change by Republic would impact me personally and daily. Because the Bridges
are close by, there is easy access to a variety of merchants just across 116th St. Turnover in the Bridges has been a
constant factor and there is no reason to believe that commercial space inside JGV would fare any better.
With respect to the prospect of townhouses for JGV: You should be aware that the JG Hamlet area homes are not
townhouses (despite Republic’s attempt to describe them in that way). The addition of such high-density housing to
JGV would almost certainly impact home values in JG because they would necessarily be built at a considerably
lower price point and would be prime candidates for rental properties.
Republic should be encouraged to develop the expansion property (JGV) in a way that is consistent with the present
S-2 zoning for low-density residential housing. Given that there are many examples of high-end homes in Carmel
which are close to busy intersections, it strains credulity to believe that Republic will be unable to make a profit if it
abides by the current low-density residential zoning.
Therefore, I object to any change in zoning and ask that you help keep JG as the lovely residential area it is.
