intersection of 96th Street and Keystone Parkway,
including the reconstruction of Keystone Parkway
from I-465 to 98th Street, and reconstruction of 96th
Street from Haverstick Road to Enterprise Drive.
The Project includes new construction of a twospan
bridge over 96th Street.

Summary: Construction Change 10 and Paving Section Change South of 96th Street
Change Order Description:
In the Fall of 2018, Carmel and Rieth-Riley began discussions with Dreyer-
Reinbold Mini Cooper regarding the impact of project construction beyond the
R/W. Rieth-Riley would require additional room along the eastern edge of the
Dreyer-Reinbold property in order to construct the planned Modular Block
Wall. In conjunction with the wall construction, it was discovered that there
were IPL poles within the R/W that needed to be moved to the west. IPL
remarked that they did not have enough space to set the new poles without
impeding on the Dreyer-Reinbold parking lot.
It was decided that Rieth-Riley would need an additional 35 feet to the west of
the R/W in order to construct the retaining wall. The Dreyer-Reinbold lot
contained several light poles that would need to be removed and replaced,
existing asphalt pavement that would be removed/replaced, and additional
concrete curb to be constructed along the east edge of the lot. The cost to
perform all of this additional work was projected to be nearly $50,000. In early
February 2019, Rieth-Riley proposed an alternative plan to eliminate the
modular block wall at this location. Rieth-Riley contended that extending the
moment slab and FT railing, and possibly adding a paved side ditch behind the
railing, would be sufficient to hold the slope. This proved to be a much more
cost effective solution. These changes were incorporated into the plans by CHA
with the issuance of Construction Change No. 10 on February 20, 2019.
Per the original contract, the pavement on Keystone Parkway south of 96th
Street and the south ramps was to be PCCP pavement. Conversations were
held at Progress Meetings in late 2018 regarding possibly changing the PCCP
pavement to an HMA pavement. On January 9, 2019, Rieth-Riley officially
submitted a proposal to change the paving section on Keystone Parkway, south
of 96th Street, to HMA pavement. This would prove to be a cost savings to the
project as well as a chance to accelerate the project schedule. On February 7,
2019, Rieth-Riley was notified that City of Carmel was in agreement with the
proposal to change the PCCP pavement to HMA pavement on Keystone
Parkway south of 96th Street, including the south ramps.

Attached is proposed Construction Change No. 10 for your review and approval. Once approved, please
provide Construction Change No. 10 to Rieth Riley.
The changes are to extend the FT railing and moment slab along Keystone Pkwy to Sta. 375+00. With
this change,the Modular Block Wall#9 has been eliminated and a paved side ditch has been added to the
backside of the FT railing. The grading behind the FT railing had been minimized to use 4:1 slopes
around the paved side ditch. The 4:1 slopes are proposed to have revetment riprap to tie into the existing
revetment riprap on the backslope. The limits of the form liner on the FT railing have also been modified
due to a portion of the railing being buried and installation of the paved side ditch behind the railing. A
note has been added to the plans with the station range of the exclusion of the form liner.
Using Rieth Riley's bid prices, the estimated construction cost for Construction Change No. 10 is a
decrease of$74,517.74.

RE: Proposal to Replace PCCP with Asphalt
Tim,
In response to prior discussions, Rieth-Riley is proposing to eliminate all the 9.5lN PCCP from
Station 373+30 up to the approach slab for the bridge; this includes all the PCCP on the south
ramps. This change will eliminate the need for the following items: Subbase for PCCP,
Profilograph PCCP, D-1 Contraction Joints (partial), Terminal Joints. In place of the PCCP, Rieth-
Riley will utilize the same pavement section that is on Mainline Keystone and NWR/NER on the
north side of the bridge.
Through this change, the City of Carmel will save approximately$300k (using existing pay items)
on the contract. Attached to this letter is a spreadsheet showing the cost difference between
concrete and asphalt. Aside from the cost savings, making this change will aid in accelerating
the overall project schedule.
The only PCCP that will be performed as shown in the contract drawings is the section that
extends under the bridge on the south end of the project (361+05—369+90).

The south end of the mainline pavement section starting at Station 373+30 has a planned cut for the
first few hundred feet. The difference in grade will be mitigated by reducing the cut area in this
section and increasing the borrow in the fill area.

After reviewing the attached proposal, I do have one question. The overall thickness of the planned
PCCP pavement section is 18.5 IN (9.5 IN PCCP + 9 IN Subbase for PCCP). The overall thickness of the
HMA pavement section that you have proposed is 16.5 IN. I did not see anything in your proposal
that addressed how Rieth-Riley plans to mitigate the 2 IN difference in grade that would result from
this substitution.
