The applicant seeks to rezone 7 parcels, including addresses 12195 — 12501 North Meridian Street, from the
MC/Meridian Corridor District to the C-2/Mixed Use District. The site is generally located at the southeast
corner of Meridian Street and Carmel Drive,and includes the Hamilton Crossing Retail Center,Hampton Inn,
and a former standalone restaurant. Filed by the Department of Community Services on behalf of the Cannel
Plan Commission.
Petitioner: Adrienne Keeling,Dept. of Community Services:
• This is at the southeast corner of Meridian Street and Cannel Drive(126th Street)
• Presented an aerial view of the properties involved
• A former standalone restaurant site and a hotel resided here
• A lot of tenants have been leaving in recent years and the owner is interested in making better use of this site
• We believe a C-2 rezone will be beneficial to the owners and the community
• The area will become more vibrant and occupied
• There are no specific plans as of now or site plans to review
• A DP/ADLS will be heard at a future date by the Plan Commission Hearing Officer
• Staff recommends you to suspend the Rules of Procedure in order to send this to the City Council with a
favorable recommendation

A motion by Josh,and seconded by Kevin to suspend the Rules of Procedure in order to vote on this item at
tonight's meeting. Motion Passes 7-0.
ICommittee Comments:
Brad: Can you give a brief history of this site? Adrienne: The physical form of this is site is a retail shopping center
that's different from others on the Meridian Corridor. It's a unique site that presents some complications for utility
relocations and lending/financing for this site so the Cannel Redevelopment Commission(CRC)is the best body to
handle these complicated matters. The permitted uses are very similar in the MC and C-2 districts. The C-2 will allow the
CRC to handle the redevelopment of this site.
Brad: How did the redevelopment of US-31 affect the visibility and access to this site? Adrienne: Stoplights
previously were at every intersection along Meridian Street.The upgrade got rid of all the stoplights created an easy flow
of east-west traffic on Cannel Drive. It does shut off access and visibility of the site from Meridian Street. This area is
under-utilized compared to the rest of the corridor. John Molitor: In the past,this was part of the US-31 Overlay.
There was a common developer/owner that combined this retail feature in order to allow for any retail.There was a rule
that only 15%of retail was allowed at the time. Rachel: After the Office-Depot went out of business,the developer
came to us for the Cinebowl Grill in 2016 but the deal fell through. That was our last big interest in redeveloping this
site.
Alan: Is this a single owner of this site? What percent of this property is occupied? Adrienne: There are two
ownership names listed. I do not know the percentage of occupancy is.
A motion from Josh and seconded by Kevin to send Docket No. 19120001 Z to the City Council with a favorable
recommendation. Approved 7-0.
