OF PROPOSED BUILDINGS AND STRUCTURES. TOPSOIL SHALL BE STRIPPED TO THE DEPTH SHOWN
IN THE GEOTECHNICAL REPORT, OR TO A DEPTH OF 6 INCHES, WHICHEVER IS GREATER.
2. TOPSOILSHALL BE PLACED TO A DEPTH OF 4 TO 6 INCHES IN ALL AREAS TO BE SEEDED OR SODDED
PER THE SPECIFICATIONS.
3. EXCESS TOPSOIL MAY BE PLACED IN MOUNDING AREAS AND NONSTRUCTURAL FILL AREAS AS
AVAILABLE.
4. ALL AREAS DISTURBED BY CONSTRUCTION SHALL BE SEEDED OR SODDED UNLESS OTHERWISE
SHOWN.
5. FINAL GRADES AT THE PROJECT BOUNDARY SHALL MATCH EXISTING ELEVATIONS UNLESS
OTHERWISE SHOWN.
6. THE CONTRACTOR SHALL PERFORM AN EARTHWORK QUANTITY ANALYSIS PRIOR TO COMMENCING
CONSTRUCTION TO CONFIRM SUCH QUANTITIES WITH THE ENGINEER. ADJUSTMENTS TO PROPOSED
FINISH GRADES BASED UPON THE EARTHWORK QUANTITY ANALYSIS SHALL BE APPROVED BY THE

DEFINITIONS OF (PER CITY OF CARMEL STORMWATER TECHNICAL STANDARDS MANUAL):
MINIMUM FLOOD PROTECTION GRADE (MFPG) OF ALL STRUCTURES FRONTING A POND OR
OPEN DITCH SHALL BE NO LESS THAN 2 FEET ABOVE ANY ADJACENT 100-YEAR LOCAL OR
REGIONAL FLOOD ELEVATIONS, WHICHEVER IS GREATER, FOR ALL WINDOWS, DOORS,
PIPE ENTRANCES, WINDOW WELLS, AND ANY OTHER STRUCTURE MEMBER WHERE
FLOODWATERS CAN ENTER A BUILDING.
FOR ALL STRUCTURES LOCATED IN THE SPECIAL FLOOD HAZARDS AREA (SFHA) AS SHOWN
ON FEMA MAPS, THE LOWEST FLOOR ELEVATIONS OF ALL RESIDENTIAL, COMMERCIAL, OR
INDUSTRIAL BUILDINGS SHALL HAVE LOWEST FLOOR ELEVATION, INCLUDING BASEMENT,
AT THE FLOOD PROTECTION GRADE AND THEREFORE HAVE AT LEAST 2 FEET OF FREEBOARD
ABOVE THE 100-YEAR FLOOD ELEVATION.
MINIMUM LOWEST ADJACENT GRADE (MLAG) FOR ALL RESIDENTIAL, COMMERCIAL, OR
INDUSTRIAL BUILDINGS OUTSIDE A FEMA OR IDNR DESIGNATED FLOODPLAIN SHALL HAVE
2 FEET OF FREEBOARD ABOVE THE FLOODING SOURCE'S 100-YEAR FLOOD ELEVATION
UNDER PROPOSED CONDITIONS. LOWEST ADJACENT GRADE IS THE ELEVATION OF THE
LOWEST GRADE ADJACENT TO A STRUCTURE, WHERE THE SOIL MEETS THE FOUNDATION
AROUND THE OUTSIDE OF THE STRUCTURE (INCLUDING STRUCTURAL MEMBERS SUCH AS
BASEMENT WALKOUT, PATIOS, DECKS, PORCHES, SUPPORT POSTS OR PIERS, AND RIM OF
WINDOW WELL).
FOR AREAS OUTSIDE A FEMA OR IDNR DESIGNATED FLOODPLAIN, THE LOWEST ADJACENT
GRADE (INCLUDING WALKOUT BASEMENT FLOOR ELEVATION) FOR ALL RESIDENTIAL,
COMMERCIAL, OR INDUSTRIAL BUILDINGS ADJACENT TO PONDS SHALL BE A MINIMUM OF
2 FEET ABOVE THE 100-YEAR POND ELEVATION OR 2 FEET ABOVE THE EMERGENCY
OVERFLOW WEIR ELEVATION, WHICHEVER IS HIGHER. IN ADDITION TO THE LOWEST
ADJACENT GRADE REQUIREMENTS, ANY BASEMENT FLOOR SHALL BE AT LEAST 1 FOOT
ABOVE THE PERMANENT WATER LEVEL (NORMAL POOL ELEVATION).
