The land uses in the immediate neighborhood, as of the date of my inspection (5/27/99), consists primarily of agricultural use and scattered suburban homesites. This use, based on historical development trends on land located 1 +/- mile to the east, is an interim use, with residential development representing the most probable highest and best use. You asked if we have an opinion relative to the affect of antenna support structures, such as the one proposed on the Tyner property, on future development for properties with a similar highest and best use. We feel, based on_recent market evidence, that these structures do not have a negative impact on land values and future development potential and will be willing to present our findings at a formal hearing, if you feel it necessary. The following are comments that need to be addressed and plans updated accordingly: Applications: • Applications are complete as filed. "Findings of Fact" are only needed for the Special Exception,not for Special Use. • A formal written Commitment of Collocation is needed. (Please reference 25.13.1 6-7) Plan Requirements: • Please clarify equipment cabinets and other building mentioned on both applications. Please note the location and size of such buildings. • Please define the location of both towers on the leased area more clearly and provide a photograph or drawing of the towers. • It is necessary to buffer the entire perimeter of the leased area. (Please reference 25.13.1 3) • Please comment on the impact the tower could have on prospective residential developments in the S-1 area surrounding the tower site off of 141' Street. Further comments on the plan will be forthcoming once revised plans have been received by our office.
