Introduction Kimley-Horn and Associates, Inc. has been retained by Washington Prime Group Inc. to provide civil engineering services for the redevelopment of the Clay Terrace mall located at 14390 Clay Terrace Blvd, Carmel, IN 46032. This drainage report will serve as the master drainage report for future development on site as well as future public road improvements along Clay Terrace Boulevard. 3.0. Existing Conditions Soil Characteristics Per the United States Geological Survey’s (USGS) Natural Resources Conservation Service (NRCS) Web Soil Survey, the site soil consists of Urban land-Brookston complex (UbaA); Urban land-Crosby silt loam complex (UcfA); Urban land-Miami silt loam complex (UkbB2); Urban land-Miami silt loam complex (UmjC2); and Shoals silt loam-Urban land complex frequently flooded for brief durations (YshAH). The hydrologic group for the site was classified as Group D. Refer to Appendix A for the NRCS Web Soil Survey information. FEMA According to FEMA Flood Insurance Rate Maps 18057C0207G dated November 19, 2014 provided in Appendix A, most of the site resides within “Zone X” which corresponds to areas determined to be outside of the 0.2% annual chance floodplain. The southeast portion of the site partially resides in “Zone A”, and will be further evaluated to delineate the BFE, and provide information to demonstrate that the area will not flood during the 100-year event. Existing Site Features The total existing site consists of approximately 60.88 acres of fully developed land, as well as approximately 6.57 acres of public ROW (Clay Terrace Blvd). The existing developed site currently drains via sheet and shallow concentrated flow to existing storm sewer on site, eventually discharging to the existing wet detention ponds located on the northeast and southeast side of site. The existing right-of-way and portions of the development currently drain via sheet and shallow concentrated flow to existing storm sewer within Clay Terrace Blvd. which directly discharges to the existing creek without detention. 170062004 – Clay Terrace East Redevelopment The site was broken up in to two overall contributing areas, one for Right-of-Way drainage and the other for Private Development drainage. The northern portion of the privately developed site consists of basins “EX NORTH BASIN (EAST)” and “EX NORTH BASIN (WEST)”. These two basins are separated by Clay Terrace Blvd. and drain to the northeast wet detention pond, which is released through an existing outlet control structure, eventually discharging to the east into the US-31 R.O.W. The CN value for the “EX NORTH BASIN (WEST)” was assumed to be 95 based on the previous Master Drainage Report (Refer to Appendix F for the Previous Drainage Report). An existing CN value of 93 was calculated for basin “EX NORTH BASIN (EAST)” (refer to Appendix B for the existing drainage calculations). The southern portion of the privately developed site consists of basins “EX SOUTH BASIN (EAST)” and “EX SOUTH BASIN (WEST).” These two basins are separated by Clay Terrace Blvd and drain to the southeast wet detention pond, which is released through an existing outlet control structure, eventually discharging to an existing stream along the southern portion of the site. The CN value for the “EX SOUTH BASIN (WEST)” was assumed to be 95 based on the previous Master Drainage Report (Refer to Appendix F for the Previous Drainage Report). An existing CN value of 93 was calculated for basin “EX SOUTH BASIN (EAST)” (refer to Appendix B for the existing drainage calculations). ICPR Storm Modeling was used to determine the existing release rates for the North and South wet detention ponds. The model used Huff rainfall data for both the 10-year and 100-year storm events to match the previous Master Drainage Report (Refer to Appendix F for previous Master Drainage Report). An assumed time of concentration of 15 minutes was used for all the existing basins. The Table below summarizes the existing pond discharge rates for the peak 10-year and 100-year storm events (refer to Appendix B for existing drainage calculations): Existing 10-year Peak Discharge Rate (cfs) Existing 100-year Peak Discharge Rate (cfs) Existing 100-year Flood Elevation Existing North Pond 3.22 14.19 838.23 Existing South Pond 2.98 13.48 818.37 The Rational Method was used to determine the existing direct discharge of the Right-of-way basin “EX CLAY TERRACE BLVD”, which directly discharges to the creek along the southern portion of the site. This basin includes Clay Terrace Blvd right-of-way as well as portions of the existing development. An assumed Tc of 11.55 minutes and runoff coefficient of 0.85 was used to determine the existing runoff. Refer to the table below for the existing direct discharge. Existing 10-year Peak Discharge Rate (cfs) Clay Terrace Blvd Right-of-Way 38.94 170062004 – Clay Terrace East Redevelopment 4.0. Proposed Conditions The future private development will closely mimic the existing conditions and drain via sheet and shallow concentrated flow to future and proposed storm sewer on site, eventually discharging to the existing wet detention ponds either to the north or to the south of the site. The existing ponds have been modeled using ICPR Storm Modeling to ensure that the future development will not negatively impact the existing wet detention ponds. To ensure the ponds are adequately sized for future redevelopment, the proposed North Basin (East) was assumed to have a CN of 94 and a Tc of 15 minutes and the proposed South Basin (East) was assumed to have a CN of 95 and a TC of 15 minutes. The Rational Method was used to determine that the future storm sewer and Clay Terrace Blvd road improvements do not exceed the existing discharge rates for the 10-year rainfall event. Proposed 10-year Peak Discharge Rate (cfs) Clay Terrace Blvd Right-of-Way 38.08 Proposed Storm Sewer Design As a part of the Clay Terrace Utility Relocation project storm sewer is proposed along the eastern portion of the site for future development. The proposed storm sewer will utilize reinforced concrete pipe to convey the future runoff from redevelopment to the existing detention pond to the South. The storm sewer has been designed in order to meet the intent of the City of Carmel Stormwater Technical Standards (Refer to Appendix D for proposed storm sewer design). Stormwater Quality Water quality for a portion of the future redevelopment will be provided by both the existing wet detention pond to the south of the site as well as a proposed hydrodynamic separator (Refer to Appendix E for Stormwater Quality Calculations). Conclusions The proposed drainage design for this project has been designed to meet the intent of the City of Carmel’s Stormwater Management Technical Standards as well as the previously prepared drainage report, “Drainage Computations Summary; Clay Terrace Retail Center”, dated March 27, 2003. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long-duration storms. The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows: Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission. Group B. Soils having a moderate infiltration rate when thoroughly wet. These consist chiefly of moderately deep or deep, moderately well drained or well drained soils that have moderately fine texture to moderately coarse texture. These soils have a moderate rate of water transmission. Group C. Soils having a slow infiltration rate when thoroughly wet.
