I first moved to Carmel in 1975 and graduated from Carmel High School and went to college at Indiana University. My early career was based in Chicago and Raleigh before returning to Carmel in 2000 to be closer to family. Unlike some who move to Indy/Carmel for their job but don't like it here, I am choosing to be here because I love Carmel! I regularly meet many CHS classmates and I really appreciate much of what Carmel has done in the past 10 years, especially in the downtown area -- I worked at the O'Malia's on Range Line and 131st Street so I know firsthand the initiatives that have happened in Carmel. At one point, I was going to build a two story home but after further consideration, especially that my home will border the Johnson Addition neighborhood, I decided to scale back the project to be just a single story, single family home. I have already received very positive comments and endorsements from homeowners of Johnson Addition. Furthermore, the members of the Carmel Historical Preservation Committee have approved the project. Variance Request R2 —2.10 Maximum Lot Coverage = 35%. Seeking Approval for lot coverage not to exceed 50%. Variance Support • The existing structure including house, garage, shed, driveway and porch is almost 35% today (see aerial photo). • My proposed structure and driveway is under 45% lot coverage but seeking up to 50% coverage in the unlikely event of a change order. • The recent new homes adjacent to 402 Emerson have lot coverage that appears to be approaching 75% (see aerial view of 421 West Main Street and 411 West Main Street). These neighbors received Variance Approvals previously and my land is identical in terms of ownership to theirs (i.e., we are independent and not legally part of the Johnson Addition neighborhood). • The new home will be of higher quality and construction than the existing home as well as most recent homes being built in downtown Carmel. • While I could have tried to remain within the 35%guidance, that would have caused me to build a two story home which would have not received the same overwhelming positive endorsements that I am receiving with a single family, one story dwelling. A.Availability and Conditions of Reference Monuments: Monuments were found as depicted on Hamilton County Surveyors Office references marking the Southeast corners of said Southeast Quarter Section,as well as the Northeast corner of the West Half of said Quarter Section and the Southwest corner of the Southwest Quarter of said Section.The Northwest corner of said Southeast Quarter and the Southwest corner of the East Half of said Southwest Quarter Section were not found but were re-established using said County Surveyors Office references. Variation between the intersections oldie reference distances for Said Northwest corner was found to be negligible,while the variations between the intersections of the reference distances for said Southwest corner was found to be 0.2 feet and I 0 feet. All monuments found or set are flush with the surface,unless otherwise noted. There may be references made to monuments found at or near the corners,or along the deed lines of the subject real estate. In cases where die monument is not exactly in agreement with this survey but within the Relative Positional Precision of the measurements on this survey,no new monument was set and the difference is shown only to accentuate the uncertainty of that comer. In those cases where the difference is greater than the Relative Positional Precision and uncertainty in referenced monuments,caution should be exercised before making any improvements along those lines affected.Those uncertainties should be considered to be significant and are discussed below. B.Lines of Occupation: Occupation along the North line of the subject tract is to a 6 foot wood fence which was found to be approximately 0.3 feet North of said line.An underground telephone line was also marked as much as 2.7 feet South of said line.An overhead utility line was found to traverse the northerly side of the subject tract at approximately the North wall oldie shed depicted on the accompanying plat of survey. Occupation along the East line of the subject tract is to a 4 foot picket fence which was found to vary from 0.7 feet West of said line at its North end to 0.9 feet West of said line at its South end. Occupation along the South line of the subject tract is to the improvements for Emerson Road. Occupation along the West line of the subject tract is to a 4 foot chain link fence which was found to vary from 5.1 feet West of said line at its North end to 6.0 feet West of said line at its South end. Overhead power lines and buried telephone lines were also found to be generally between the West line of the subject tract and said chain link fence.An 8"PVC sewer pipe is believed to be buried between a sanitary manhole which is located approximately 102 feet North and 12.7 feet West of the Southwest corner of the subject tract and a sanitary manhole which is located approximately 47.3 feet South and 55.6 feet East of said Southwest corner:said pipe appears to traverse the southwesterly portion oldie subject tract as depicted on the accompanying plat of survey.A 6"PVC sewer pipe was also found to proceed in an easterly direction out of the northmost manhole;the easterly end of said pipe was not found. C.Clarity or Ambiguity of the Record Descriptions: Unless discussed above,there are no discrepancies between the record land descriptions of the subject real estate and the adjoiners.A title company and/or legal counsel should be consulted regarding any deed overlap and deed gap areas if shown on this survey.The lines of the subject real estate can be considered to be contiguous with the adjoincrs lines if no gap or overlaps am noted. D.The Relative Positional Precision of the Measurements: The Relative Positional Precision(due to random errors in measurement)of this survey is within the specifications for a Suburban Survey(0.13 feet plus 100 ppm)as defined in IAC 865. Theory of Location: The subject's record description is controlled using the North and East lines of the West Half of the Southeast Quarter of the aforementioned Section 25. While the Northeast and Northwest corners of said Half-Quarter Section were found,as described above,the Southeast corner was not.The monuments found or re-established at the Southwest and Southeast comers of the Southwest Quarter of said Section were used to establish the Southwest corner of said Southeast Quarter Section by extending the line between said corners using the distance measured between said corners to place a theoretical location of the Southwest corner of said Southeast Quarter Section.The mathematical middle of the line between said re-established Southeast corner and the found Southeast corner of said Southeast Quarter Section was used to re-establish the Southeast corner of the West half of the Southeast Quarter of said Section. With the required North and East lines of the West Half of said Southeast Quarter re-established,the remaining lines of the subject tract were calculated using deed dimensions,using parallel lines with said North and East lines.
