On behalf of our client (Mr. Minda & Mrs. Amy Balcius) Outdoor Environments Group,
represented by Jordan Shuck, is proposing a Design solution to enrich the outdoor living
space for the Balcius Family.
The project features a gunite swimming pool with an internal spa, sporting glass tile and
colored plaster finishes, as well as an automatic safety cover. The project also includes
a innovative porcelain tile decking solution to provide an outdoor terrace and living area,
but also provide a previous system that has an integrated drawing plan below. This site
design also includes a full site planting plan that utilizes City Preferred trees.
Additionally the design also provide aesthetically pleasing privacy for both the Balcius
family and the adjoining property owner to the south.
On behalf of our client, Outdoor Environments Group is excited to present our Site
design for 220 1st Avenue, as we believe it will add charm and value to the
neighborhood. Please reference our plan drawings, conceptual images, and variance
application for further information.

STATEMENT OF VARIANCE
CITY OF CARMEL BOARD OF ZONING APPEALS

On behalf of our client (Mr. Minda & Mrs. Amy Balcius) Outdoor Environments Group,
represented by Jordan Shuck, is requesting a variance to increase the percentage of lot
coverage at 220 1st Ave NE Carmel, IN, 46032.
Our legal request is as stated:
UDO 3.64 (c)(3)(c)(i): maximum lot coverage 45% / Requesting 54% impervious lot
coverage.
Our objective is to provide the Balcius family with an outdoor oasis that will enrich their
daily living as well as increase the value of the property. The Lot coverage increase is
directly related to the construction of a swimming pool with internal spa, located within
the outdoor courtyard of the residence.

Outdoor Environments Group fully supports the development of the outdoor courtyard
and swimming pool with integrated spa at the Balcius residence. The additional lot
coverage requested within this variance is located within a centralized courtyard space
that sits within the building footprint. The architecture and overall design of the home is
centralized around this proposed courtyard. The Client's original love of the home was
directly related to the development of the proposed interior courtyard. Their goal was to
create a shared indoor and outdoor space that could improve their quality of life and
included a swimming pool.
Inorder to achieve this indoor/outdoor living environment, we have developed a site
design to try to best mitigate the additional lot coverage. Those efforts include, but are
not limited to the following:
- Designed Permeable terrace solution with drainage system below to increase
ground percolation and reduce run off.
- Design Site Drainage Plan to capture all runoff and route away from the
neighboring property adjacent to the south and west, as well as the client's
foundation.
- Planting Plan with City Prefered/Approved Trees
- Privacy buffer to the south to enhance both adjoining properties
