Sign Variance Request

Memo/Introduction
The Ritz Charles is requesting several sign variances to allow a new"floating"sign adjacent to the
building on the Illinois side of the facility. The sign will be made of independent aluminum letters that
will be elevated by a structural post. The color of the sign is similar to gold and will be placed in front of
vertical juniper trees which will hide the structural members of the sign.
Statement of Variance
The variance requests are associated with the quantity of signs on Illinois Street,size, no masonry base,
and height of the sign. Specifically,standard variations request includes; UDO section 5.39(H)(2):This
covers the number of signs and number of Ground signs facing the same street.The Ritz Charles is
permitted two signs (US 31& Illinois St.frontages)and the Petitioner is requesting two on Illinois.The
sign on Meridian has been removed. UDO section 5.39(H)(3)(b):Ground sign may be 90 sq.ft. per Sign
Chart A,and 179 sq.ft. is proposed. UDO section 5.39(H)(4): Ground sign may be 8'tall per Sign Chart A,
and 11'-10" is proposed. UDO section 5.39(H)(6):This covers the lack of a masonry base.
Statement of Support
The proposed sign is a part of a larger renovation project at the Ritz Charles. The proposed sign design
will add character to an industrial-looking facade today, along with the softening of the juniper trees
that will be behind the sign and in front of the building. The sign is intended to service as the signature
entrance and memorable experience upon arriving on campus, as it anchors a new drop-off plaza that is
closer to the parking lot. While this sign technically is a ground sign because the structural elements are
attached to the ground plain, it appears to be a wall sign since the structure is hidden with new
landscaping. If the Petitioner had mounted this sign to the building,the sign would meet all the
appropriate codes,aside from the suspension height. The Petitioner was required to mount it to the
ground due to the type of construction and structure of the existing building.

1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of
the community because:
The sign adds character to an industrial-looking facade today. The
proposed location is in a landscape island and does not create tripping
hazard or impede lines of sight.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
The improvements to the Ritz Charles campus, including this sign, will
increase the aesthetics and create a more welcoming experience from ILL St.
In addition, there is an existing screen wall on the west side of ILL St. that screens all of Ritz campus.
3. The strict application of the terms of the Unified Development Ordinance to the property will result in
practical difficulties in the use of the property because:
It limits the overall visibility of the Ritz Charles. Many people miss the ILL St. Ritz entry today.
It also amplifies the unremarkable view of a vast parking lot and unmarked building.
It limits the business' capability to attract new clients.

It is therefore the decision of the Carmel Board of Zoning Appeals that Development Standards Variance Docket
No. is granted, subject to any conditions stated in the minutes of this Board,
which are incorporated herein by reference and made a part hereof.
