Ballot Sheets TAB 1 Project Introduction / Statement of Request and Support Carmel Indy Properties, LLC, is the owner of the office building located at 101 W. 103rd Street, which includes a 3 story office building. One of t he current tenants in the Building, Geico, desires to extend its lease as well as expand it to include the entirety of the office building. This expansion of Geico’s lease may ultimately result in an increase of over 500 employees at this site, which has triggered a need for additional parking. An opportunity to expand the parking became possible when the City of Carmel eliminated its plans to install a roundabout at 103rd and Illinois. The owner and its affiliate Superior Street, LLC, which is also a petitioner, agreed to swap certain other nearby real estate desired by the City for right-of-way in exchange for the real estate that had been acquired by the City to allow the installation of the roundabout. This real estate is the subject of the requested variance, which, if approved, will allow for the construction of a new parking lot north of the existing office building as shown on the plans included with the application and this packet. The proposed parking lot is accessible from within the current site, so no new entrances from public streets will be necessary. The parking lot design has received ADLS approval, and includes landscape islands, perimeter landscaping, an obligation to replace all trees to be removed at a 1 to 1 ratio, and rain gardens to provide stormwater quality. The two requested variances would allow for the reduction o f the front yard setback along Illinois Street from thirty feet (30’) to five feet (5’), and a reduction of the front yard setback along 103rd /Superior Street from twenty feet (20’) to five feet (5’). The setback is desired because the parking is desperately needed to allow Geico to stay in the building, and an adequate number of parking spaces cannot be provided on the unusually shaped lot without a variance of the setbacks.
