The development consists of a single condo building and several townhomes with an existing parking lot revision and associated infrastructure. Please see Exhibit 1 for the Aerial Location Map. Pre-Developed Analysis The approximate 2.60-acre site is located in Carmel, Indiana in Hamilton County. The proposed development site is located primarily on the north side of the existing fire station, which was previously a public parking lot. Currently an extension of Veterans Way is under construction along the east side of this lot. The project site also extends down the west side of the fire station, as well as along a portion of the existing parking lot on the east side of the proposed Veterans Way. In addition to the proposed Firehouse Square development, the existing parking lot to the east will be reconfigured as part of the overall project. The existing site overall is mostly pavement with some grass areas along the Monon Trail to the west. The proposed development is contained within a single watershed which ultimately drains to the southwest to Carmel Creek. As part of the Veterans Way project, the City of Carmel has recently installed new storm sewer infrastructure along the edges of the project site that consists of oversized storm sewer pipe to provide regional detention for the area. This system is replacing a previous underground detention system at the site that will be removed to allow for the Firehouse Square project to be developed. The new storm sewer will also provide detention for this project, so no additional stormwater detention is required according to the Carmel Engineering Department. The proposed site lies in Zone X according to FIRM map 18057C0209G from the FEMA database, eff. March 11, 2020. Please see the firm map attached in Exhibit 2. The U.S. Department of Agriculture, Soil Conservation Service identifies the watershed to contain two soil classifications. A copy of the Natural Resources Conservation Service (NRCS) can be seen in Exhibit 3. The National Wetland Inventory (NWI) indicates that there are no existing wetlands located at the project site. Please see the attached map in Exhibit 4. Post-Developed Analysis The proposed site consists of three different areas with different routes to the existing storm sewer infrastructure. The main area, shown on EX5-1, will collect stormwater into a new storm sewer system, including proposed rain gardens in the courtyard, and connect to the existing storm system. Woolpert Firehouse Square, Carmel, IN 4 March 11, 2020 The second drainage area is to the east of Veterans Way and currently consists of an existing parking lot, shown on EX5-2. Runoff from the reconfigured parking lot to the east will be captured with new storm sewer that also collect will stormwater from the townhomes along the east side of Veterans Way. This storm sewer will connect to the storm sewer within Veterans Way. The third drainage area is located along the west side of the fire station, shown on EX5-3. Runoff from this area currently sheet drains to an existing drainage ditch to the west, which is the JW Hawkins Legal Drain. The proposed drainage route directs runoff from the pavement to areas between the townhome buildings where it is captured by storm sewer inlets and outlet into the legal drain. The proposed site has been graded so that all runoff will be able to flow from basin to basin to get to the ultimate discharge point over land in the event of the existing storm sewer being blocked. The basins were designed to overtop in a 100-year rainfall event without impacting the buildings. Please see Exhibit 5 for flood routing arrows for each basin on site. Storm Sewer The proposed storm sewer network is designed to handle the proposed stormwater runoff from the parking lot expansion in accordance with the Carmel Stormwater Technical Standards Manual. The proposed 10-year hydraulic grade lines are contained within the pipes, and the 100- year hydraulic grade lines are contained within the castings. StormCAD was utilized to size the proposed storm sewer. Calculations are provided in Appendix A. Water Quality Per the “Carmel Stormwater Technical Standards Manual Chapter 700”, Best Management Practices (BMP’s) must be capable of removing 80% TSS from the stormwater in order to meet water quality standards. To meet this standard, rain gardens and flow through BMPs have been designed to appropriately treat the runoff routed through the storm system. Water quality calculations are provided in Appendix B. Conclusion The proposed storm sewer system and rain gardens have been designed to be in accordance with Carmel Stormwater Technical Standards Manual and the site has been designed to convey runoff through the site to the existing regional storm sewer system and the JW Hawkins legal drain. Therefore, no adverse impacts are anticipated as a result of the proposed development.
