DEPARTMENT REPORT
APRIL 13, 2020
(V) 220 1st Ave NE, Balcius Residence Lot Coverage.
The applicant seeks the following development standards variance approval for a swimming pool:
5. Docket No. 20020005 V UDO Section 3.64.C.3.c.i Maximum 45% lot coverage
allowed; 55% requested. The site is located at 220 First Ave NE (D. Wilkinson’s Addition, Lot 27). It
is zoned R3/Residence and Old Town Overlay District, Character Subarea. Filed by Jordan Shuck of
Outdoor Environments Group, on behalf of Minda & Amy Balcius owners.
General Info & Analysis:
The Petitioner seeks variance approval to add a courtyard and swimming pool to their site, which will make the
lot coverage 55%, rather than the maximum allowed 45%. Please see the Petitioner’s informational packet
for more detail on the variance request.
The Carmel Engineering Dept. is in support of this slight lot cover increase. To mitigate the increase in
impervious surface on the site, the Petitioner will pay into the Stormwater Fund (if the owners have not yet done
so), which helps the City implement storm water management projects to help address drainage issues within
the Old Town area. The Petitioner will also construct on-site drainage designs.
The City Forester has approved the proposed landscape plan.
In general, the Planning Dept. is supportive of this variance request. Stormwater and drainage aspects of the site
are being addressed, and the improvements to the site will not only add value to the site, but to the
neighborhood.
The Petitioner addressed all but a few planning/zoning review comments, and the Planning Dept. supports
this variance request:
a) Please provide details about the pool pump/equipment and noise levels. (Audible impact to neighbors.)
b) Please provide details on how the pool equipment is screened from view. (With the 6-ft tall horizontal
cedar fence? With landscaping?)
c) Please address the remaining Engineering Dept. comments in ProjectDox.

Recommendation:
The Dept. of Community Services recommends positive consideration of Docket No. 20020005 V, with the
condition of addressing the final review comments from the Planning and Engineering Depts.
