The applicant seeks the following development standards variance approvals: 7. Docket No. 20020013 V UDO Section 5.39.D Prohibited signs, Off premise sign requested (at Shoot Point Blank site, 1250 City Center Dr.). 8. Docket No. 20020014 V UDO Section 5.39.H ≥ 5-ft ground sign setback from street right of way required, 0-ft from City Center Dr. requested. The site is located at 1260 City Center Dr. (former12325 Pennsylvania St.) within the City Center at Penn development. It is zoned B3/Business. Filed by Alex Bennett of WB Development Partners. General Info: The Petitioner’s site it tucked behind Shoot Point Blank and Wellbrooke of Carmel assisted living facility, and it does not have any frontage on a public street, just a private internal drive/street for the development. They would like a ground sign on the Shoot Point Blank site, along City Center Drive. Also, due to easements and utility pipes/lines in that area, they would also like the ground sign to be located right on the street right of way, rather than 5-ft off it. Please see the Petitioner’s info packet for more detail on the variance request. Analysis: The Petitioner is allowed two signs. They will have one ground sign on their parcel and would like another sign out along City Center Drive. The signs will help with clients and visitors trying to find the hospital. The proposed building will be located around 580 feet away from City Center Drive. (For reference, a football field is 360 feet.) The ground sign proposed along City Center Dr. will have both the names of Shoot Point Blank and Indianapolis Rehabilitation Hospital. The ground sign located on the Indy Rehab site will only have the name of its business. The sign location will not be placed on/above any utility pipe/lines, but it will impact one existing tree. The tree will be replanted along the eastern portion of the site. The ground signs will have brick columns and a masonry base, as well as landscaping around the base. They will meet the sign ordinance regulations for height and sign area. Each ground sign can be up to 6-ft tall. The ground sign located on the Indy Rehab site will be 3.5 feet tall, and the ground sign located off-premise (on the Shoot Point Blank site) will be 3.5 feet tall. The ground sign located on the Indy Rehab site can be up to 90 sq. ft. in area (as it will be located greater than 484’ from the street right of way) (however, only 7 sq. ft is proposed). And, the ground sign located off-premise (on the Shoot Point Blank site) can be 75 sq. ft. in area (however, only 11 sq. ft is proposed). The sign location will not appear too close to the path and street. There is a 10-12 ft. wide area of green space within the street right of way, north of the multiuse path. If the Petitioner had to comply with the 5-ft setback off the City Center Dr. ROW, then the sign would have to be located within the Shoot Point Blank parking lot. The Petitioner addressed all planning/zoning review comments, and the Planning Dept. supports this variance request. Petitioner’s Findings of Fact: Please refer to the petitioner’s Findings of Facts included in their info packet. Recommendation: The Dept. of Community Services recommends positive consideration of Docket Nos. 20020013-14 V.
