Executive Order 20-02
WHEREAS, the City of Carmel, Indiana is threatened by a public health emergency created by the spread of the
COVID-19 virus, and
WHEREAS, there is currently no known vaccination for the COVID-19 virus and it poses a present and serious
health risk to Carmel residents; and
WHEREAS, I, as Mayor of the City of Carmel, Indiana have issued Executive Order 20-01, declaring a local
disaster emergency for the City of Carmel and forbidding all "non-essential"travel within our City; and
WHEREAS, the President of the United States and the Governor of the State of Indiana have both urged all
citizens to follow "social distancing"protocols and to avoid getting close to other persons whenever possible; and
WHEREAS, the practice of unsolicited, door-to-door business solicitation runs directly counter to the President's
and the Governor's directives, unnecessarily puts all Cannel residents at risk of becoming infected with and
spreading the COVID-19 virus, and is not"essential travel"; and
WHEREAS, it is imperative to public health and safety that the spread of the COVID-19 virus be slowed and
stopped by all available lawful means; and
WHEREAS, all City of Carmel door-to-door solicitation license-holders must follow all federal, state, and local
laws and regulations as a condition of their license; and
WHEREAS, it is therefore necessary and prudent to now suspend all door-to-door solicitation licenses issued by
the City pursuant to City Code §4-26, and to temporarily prohibit all unsolicited, door-to-door business
solicitation within the City of Cannel; and
NOW, THEREFORE, under and pursuant to the powers invested in me by Indiana Code §§10-14-3-17(j); 10-
14-3-24; 10-14-3-29.5; 36-1-3-2; and, 36-1-3-5, I hereby DECLARE and ORDER the following:
1. All door-to-door solicitation licenses issued by the City of Carmel under City Code § 4-26 are hereby
SUSPENDED until further notice.
2. All unsolicited, door-to-door business solicitations are hereby found to be "non-essential travel" under
and pursuant to my Executive Order 20-01 and thus PROHIBITED until further notice.
This Executive Order shall become effective at 3:15 P.M. on March 20, 2020, and shall remain in effect thereafter
until a further declaration is issued or as determined by me as Mayor.
This Declaration is executed on, and is effective on and after, this 20th day of March, 2020.
