The applicant seeks the following development standards variance approval for 3 signs: 2. Docket No. PZ-2020-00033 V UDO Section 5.39.D Prohibited Signs, Off premise signs requested. The sites are zoned PUD/Planned Unit Development. They are located at the street intersections of Abercorn/136th, Hoover/Meeting House, and Finchley/Towne. Filed by Jeffrey Terp of the Village of WestClay Owners Association, Inc. General Info: The Petitioner seeks approval to place three neighborhood entrance signs within the street right of way. (A fourth neighborhood entrance sign will also be placed within neighborhood common area; it does not need variance approval.) Please see the Petitioner’s info packet for more detail on the variance request. Analysis: The Village of WestClay is a huge mixed-use neighborhood development. The signs will match and/or complement the existing neighborhood entrance signs in the area. The signs will be located within the street right of way, but still at least 5’ from any sidewalk of multi-use path. They will not be located on any homeowner’s lot. The signs will be made of high-quality materials, and the sign bases will also be landscaped. The three signs will also need Consent to Encroach approvals from the Board of Public Works and Safety (BPW), administered through the Carmel Engineering Dept. (Petitioner, what is the status of this?) It is anticipated that these signs will not cause issues with sight lines for drivers and bicyclists. They will not be located within the sight clearance triangles at the street intersections. The Petitioner addressed all planning/zoning review comments, and the Planning Dept. supports this variance request. Recommendation: The Dept. of Community Services recommends positive consideration of Docket No. PZ-2020-00033 V.
