HomeMy WebLinkAboutExecutive Order 2020-07 - Covid-19 Policy for City EmployeesCITY OF CARMEL JAIVIEs BRAINARD, MAYOR Executive Order 2020-07 WHEREAS, the City of Carmel is amid a public health crisis caused by the spread of the COVID-19 virus; and, WHEREAS, there is currently no known vaccination for the COVID-19 virus, which has already infected over 13,000 persons and caused 706 deaths statewide, with 645 persons being infected and at least 42 lives being lost to date in Hamilton County alone; and, WHEREAS, to slow the spread of the COVID-19 virus, the Centers for Disease Control and Prevention ("CDC") has recommended mitigation measures to prevent the initial exposure to and secondary transfer of this virus; and, WHEREAS, in order to combat this deadly virus, the CDC strongly urges citizens to avoid contact with persons who may have been infected with the COVID-19 virus and for persons who may have been infected with the COVID-19 virus to self -isolate at home until their fever is gone without the help of medicine, their other symptoms have improved, and they receive two (2) negative COVID-19 tests in a row, twenty-four (24) hours apart; and, WHEREAS, to protect City employees and members of the public with whom they may come into contact, and to insure the efficient operation of City government, it is prudent and in the public interest to ensure that all City employees who have tested positive for the COVID-19 virus, who exhibit the known symptoms of that virus, or who have come into close contact with another person who is known to have that virus, follow the CDC's guidance on personal distancing, home isolation, and, testing; and, WHEREAS, this written Executive Order memorializes the identical oral order that I issued on March 31, 2020. NOW, THEREFORE, pursuant to the powers invested in me by Indiana Code §36-4-5-3,1 hereby ORDER that: 1. All City employees who have tested positive for the COVID-19 virus shall, prior to returning to work, self -isolate at home until their fever is gone without the help of medicine, their other symptoms have improved, and they receive two (2) negative COVID-19 test results in a row, twenty-four (24) hours apart, or otherwise establish to the City's reasonable satisfaction that they are COVID-19 free. 2. All City employees who exhibit the known symptoms of the COVID-19 virus or who have come into close contact with another person who is known to have that virus shall, prior to returning to work, self - isolate at home until their symptoms have improved, and they then receive one (1) negative COVID-19 test result, or otherwise establish to the City's reasonable satisfaction that they are COVID-19 free. 3. This Executive Order is effective as of March 31, 2020 and remains in effect until otherwise ordered by me. jkj,jWER is executed on this a` day of April 2020.
