Motion passes 8-0 Outcome of Projects at Committees: Rachel Keesling: o Commercial Committee (Committee Only review items) ▪ Docket No. 19090004 ADLS Amend: John Kirk Furniture – Sign Package – Approved 3-0 ▪ Docket No. 20010009 ADLS Amend: Brookshire Plaza – Façade and Site Improvements – Tabled to March 3 ▪ Docket No. 20010014 ADLS Amend: Geico – North parking expansion – Continued to March 3, 2-2 - No Decision Vote o Residential Committee – Cancelled due to no items to review Public Hearings : 1. Docket No. 19090024 DP Amend/ADLS Amend: Carmel Health and Wellness Complex The applicant seeks site plan and design approval for an 11,500 sq. ft. building addition to the existing facility (19,960 sq. ft.). The site is 3.05 acres in size. It is located at 820 City Center Drive and is Lot 1 of Block A of the Carmel Science and Tech Park commercial subdivision. It is zoned M-3 and is not within any overlay zone. Filed by Ryan Ellsworth of GEA Architects LLC. Petitioners: Chris Plum, Head Coach and CEO of Carmel Swim Club and Carmel High School: • Construction of this facility will help us reach our goals of the Carmel Swim Academy • We offer swim lessons to more than 3,000 children annually • Demands for swim lessons continues to grow and we will not be able to meet the demand • New space will be provided to enhance the practice environment of our youngest Carmel Swim Club members • Drowning is the leading cause of death and injury between ages 1-4 • Facility will provide a long term pathway to healthy habits for children Aaron Hurt, CEC, Inc. – Civil Engineer • Presented a site plan • There are currently 184 parking spaces. The building addition will be placed on a portion of the existing surface parking space. We will provide 128 parking spaces which is 32 spaces short (160 spaces is the requirement) • We will reach out to adjacent property owners for a joint parking agreement or seek a variance from the BZA • We believe 110 parking spaces is efficient and enough for our peak times • We have enhanced the landscaping around the perimeter of the site and landscaping islands, which has taken away some of the parking spaces • We have added bike parking, and will work with Staff on the placement of this • We continue to work with the Carmel Fire Department (CFD) and Carmel Engineering Department Plan Commission Meeting Minutes 2-18-20 2 • Access will be from City Center Drive. There is a median in the road, so we will have a right in and right out • We will add a 10’ multi-use path along our frontage on City Center Drive Ryan Ellsworth, GEA Architects - Project Manager • Presented a rendering/elevation of the building • The new addition will be of the same materials and look similar to the existing building • There will be several windows that will bring in natural light • We haven’t designed the signage but we will adhere to the City’s sign standards • CFD has concerns with the exiting of the site. There are a couple dead end corridors. We will provide a common corridor between the existing Carmel Fitness building and the new Aquatics Center and tenant space. • Staff discussed a parking shortage. The peak hours in the morning will estimate 110 cars will be parked. We believe it will meet our current needs. We will seek a parking variance from the BZA if necessary. • We will provide an 8’ tall enclosure for the onsite dumpster • We will screen all the roof top mechanical units Public Comments: Daniel Klausner, Owner of Carmel Health & Wellness Complex: We have been working on this process for this project for the past 4-5 years. We will accommodate parking through a shared parking agreement. We believe this project will be beneficial to the entire community and made available to all. Rebuttal to Public Comment: None Department Report: Rachel Keesling • This building will provide a permanent location for the Carmel Swim Academy and allow for an additional tenant space for a medical related use • The overall addition is 12,000 sq. ft., with bringing the new total to the entire building to 32,000 sq. ft. • The addition is being constructed onto part of the existing parking lot • They are short 32 spaces and we are glad to hear they are working out a shared parking agreement with neighboring property owner. This agreement will bring them in compliance for their parking requirement. • There are conflicting documents/surveys on the GIS map for the ROW for City Center Drive. The street ROW requires 60’. It appears to be 40’ but it could be 60’. We will continue to work on this and reach out to the Hamilton County GIS to find out what the ROW actually is. • Primary outside building material is a metal panel with block based to match the design of the existing building. The addition design will be complimentary to the exiting building design. • We recommend this is forwarded to the March 3 Commercial Committee with them having final authority Committee Comments: Carrie: Who is the neighbor that granted permission for the shared parking agreement? Daniel Klausner: Carpenter Realtors. Carrie: What happens if they go out of business or they sell their property? Daniel Klausner: We will draft a legal document that states should the property is to be redeveloped or change ownership, the lost spaces will be replaced by us or the new owner will provide the shared parking to us. If that should occur, we will make accommodations. We have three other neighbors that would fit our need for parking spaces. Josh: Can we give them a conditional approval tonight so they don’t have come back to the Committee? Rachel: Yes. Alan: With at least two members not feeling comfortable with this project, I think this should go to Committee to allow the opportunity to ask more questions. They need to bring us validation on the parking shared agreement. Sue: At the Commercial Committee, please review the parking and the in and out traffic to this facility. Nick: Will you host any swim meets? Chris Plum: No. Nick: What’s the maximum amount of swimmers can you handle at a given time? Chris Plum: 8-10 swimmers per lane, with 6 lanes, 60 swimmers per hour at a given time. Nick: Your plans do not show enough locker space for 60 kids. Chris Plum: Our goal is to not use our facility to store their items. The locker room is more of a place to change and move in and out rather quickly. The kids will not be changing all at the same time. We actually provide more locker room spaces than most facilities. Plan Commission Meeting Minutes 2-18-20 3 Nick: Can you provide any examples of the roof top screening examples? Ryan Ellsworth: Presented an elevation. The roof top mechanicals will have a metal panel to provide the screening. It would be a complementary material. Rachel: Currently the rooftop mechanicals are not screened and this would bring them up to compliance. Brad: Would this be a unit by unit screening? Ryan Ellsworth: That’s correct. The units are too far apart. Brad: What are the colors and materials used for the screen? Ryan Ellsworth: Complimentary silver and white colors and metal materials. Sue: There will be a lot of traffic coming in and out from the frontage streets. Adding the landscape islands in the parking lot would take away parking spots and there would not be enough parking after the new addition is constructed. I have a legitimate concern about the parking. How would people walk over if they would have to park from Carpenter Realtors parking lot? Will there be a path? Daniel Klausner: I don’t believe we will need the overflow (Carpenter Realtor) parking lot. There are other vacant office parking lots nearby. We have options. Our peak hour swim classes is usually around 35 students. Our peak gym hours would be different from the Carmel Swim Academy. Brad: What’s the daily schedule going to be like for the swim club? Ryan Ellsworth: Presented a schedule of the hours of operation. 40 kids max during the peak hours for swim lessons. We can fit up to 60 kids per lesson. Alan: Will the Carmel Swim Club practice in this facility? Chris Plum: Our 8 year olds and younger will practice here. The Swim Club has 500 + members, so they will not all practice here. The pool at Carmel High School (CHS) is cold and intimidating. We want to create a friendlier place where the water is warmer and there’s not a lot of loud noises. The 8 year olds would then graduate from our new facility to CHS. Brad: What are the open items listed by the Engineering Dept.? Rachel: The ROW and the Thoroughfare Plan Compliance for City Center Drive. Aaron Hurt: We are showing a 60’ half ROW on our survey. We are happy to share those documents. We will dedicate 3’ of the ROW for Hancock Street. We have resubmitted our plans to the Engineering Dept. John Molitor: I would suggest this can be resolved when the 3’ ROW is dedicated. Aaron Hurt: That works for us. Alan: The CFD had open items for not listing sprinklers on the plans. Ryan Ellsworth: Recently, we have resubmitted our plans with a sprinkler system and are waiting back on any comments provided by the CFD. A Motion made by Kevin and seconded by Sue to send Docket No. 19090024 DP Amend/ADLS Amend to the March 3, 2020 Commercial Committee with final voting authority. Motion passes 8-0. 2. TABLED TO MARCH 17, 2020 Docket No. 19110020 DP/ADLS: Gramercy East The applicant seeks site plan and design approval for 3 new apartment buildings and future townhomes on 22.9 acres. The site is located at the southeast corner of City Center Dr. and Kinzer Ave. in the Gramercy Development. The site is currently zoned Gramercy PUD, Z-493-06. Filed by Nelson & Frankenberger, LLC on behalf of Buckingham Properties. 3. TABLED TO MARCH 17, 2020 Docket No. 19120002 PUD: Jackson’s Grant Village PUD Rezone The applicant seeks approval for a new PUD/Planned Unit Development in order to develop a mixed use neighborhood. The site is located at the northwest corner of 116th St. and Spring Mill Rd. It is zoned S- 2/Residential within the West 116th Street Overlay. Filed by Steve Hardin of Faegre Drinker Biddle & Reath, LLP, on behalf of Republic Development.
