Proscenium Variance Request – Summary Statement

Summary of Project:
Proscenium is a unique community coming to Carmel, Indiana in 2020 that combines the ease of
upscale living with the luxury of retail shops and dining options right outside your front door.
Perfect for young professionals or active, mature adults, Proscenium lets you enjoy life with the
convenience of having it all just steps away. Living at Proscenium means living life, center stage.
Explanation of Development Standards Variance request:
In an effort to compliment the architectural style and character of our Proscenium project,
Carmel Development IV, LLC is requesting a variance for the following:
1. The Marquee Blade Sign to utilize Art Deco style bulb placement, requiring visible light
source on the exterior of the building per section 5.39(D)(4)
Section 5.39(D)(4): Signs with a Visible Light Source on the exterior of a Building unless
that are permitted specifically by other sections of Section 5.39 Sign Standards.
2. The Marquee Blade Sign to extend outside the 5' Projection per section 5.39(I)(5)(f)
Section 5.39(I)(5)(f) – a. Projecting sign may not extend more than five (5) feet from the
face of the building.
Reasons for Supporting the Variance:
The Design for the Proscenium project has been a collaborative effort between, Novo
Development Group, the CRC, the Carmel Planning Department. The product of this
collaboration is a high-quality project that sets the stage for the Carmel Dr./Rangeline Rd.
District. Therefore, Novo Development wants to maintain this standard with high quality signage
that enhances the varying architectural style and environment within Proscenium, while at the
same time providing identification and wayfinding that allows tenants and patrons to easily
locate their desired venues.
1. The approval of this variance will not be injurious to the public health, safety, morals and
general welfare of the community because it enhances the environment and prestige of
the Proscenium project while providing easy identification of Proscenium for those
seeking to dine, visit, or partake in public activities, and its orientation and distance from
the Rangeline Road right-of-way is not distracting or invasive.
2. The use and value of the area adjacent to the property included in the variance will not
be affected in an adverse way at all as the Marquee sign is beneficial for the entire
proscenium project adding a feature element to the project, provides positive marketing
and wayfinding attributes and attracts more customers to the tenant businesses which
adds economic value.

3. The strict application of the terms of the Unified Development to the property will result
in practical difficulties in the use of the property because the Proscenium, being 4 acres
in size with public space internal to the property, bequests a marquee identifier along
Rangeline that exemplifies quality but also enhances the arprovides a gateway district to
the Rangeline Rd corridor which includes traveling north, City Center, Midtown and
Mainstreet. This being the case each district has unique identifying elements and this
Marquee blade sign provides an identifying feature for Proscenium.
