EXECUTIVE SUMMARY
Project Introduction:
Cornerstone Companies, Inc. (“Cornerstone”) is pleased to present a multi-tenant medical office building, to be
known as the Carmel Medical Arts Pavilion. The building will be located at 12174 North Meridian Street, just
north of the Ritz Charles (Please see the Aerial Location Map at Tab 2). The building is planned to be a 40,000
square foot, three-story development (Please see the Site Plan at Tab 3 and the Floor Plans at Tab 4), and will have
at least four healthcare tenants with uses including orthopedics, rehab, dentistry and concierge medical services.
Cornerstone will act as the developer, general contractor and property manager for the project, with American
Structurepoint, Inc. assisting with civil and architectural design for the building.
Statement of Variance Requests:
In order to best, and most efficiently, develop the property, Cornerstone is requesting three variances. The first
variance (PZ-2020-00052 V) is needed because foundation plantings are required on all four sides of the building
base, however there is only enough room to have foundation plantings on two sides of the building (Please see the
Landscaping Plans at Tab 5). The second variance (PZ-2020-00053 V) is needed in order to have a ground sign
along Illinois Street, which would be the main street that patients would use to access the property. The property
does not have any frontage along Illinois Street, and therefore an off-premise sign is needed. The third variance
(PZ-2020-00054 V) is also needed in order to have a ground sign along Illinois Street because this would be the
fourth ground sign along the Ritz Charles complex frontage (Please see the Sign Plans and Exhibits at Tab 6).
Statement of Support:
Landscaping. The size and shape of the building continues to drive the interior layout and workflow for the
medical tenants. A narrower building is therefore not feasible, and the foundation planting variance is needed.
Therefore, Cornerstone is proposing to maintain the overall planting quantities but to place them on the east
and west sides. Since those sides face US 31 and Illinois Street, the foundation plantings will now also be more
prominently displayed for the public to view.
Sign. Due to the multi-tenant nature of this project, some planned and future tenants would not have any signage
oriented toward Illinois Street without a multi-tenant ground sign. Therefore the two sign variances are needed.
The parcel has no frontage along Illinois Street, and only indirect access through the parking lot of the adjacent
property. However, Illinois Street would be a primary way to access the parcel and having a ground sign adjacent to
Illinois Street is of paramount importance for identifying the location of future businesses. The adjacent property
has over 1,000 feet of frontage along Illinois Street and the proposed sign would be an acceptable distance from
existing ground signs located on the adjacent property. Any future user or tenant in a development that occurs on
the south side of the parcel (12164 North Meridian Street) will also need access to this ground sign for wayfinding
purposes. Additionally, many buildings along Illinois Street, including the future buildings on this property, have
a considerable setback from the right of way, and given the 40 mph speed limit plus multiple buildings on the
property, the two proposed sign variances would ensure that patients are able to find the correct building. Lastly,
similar buildings along this stretch such as the one for North Meridian Medical Pavilion, directly to the north of
this property, include similar ground signs for their tenants, and this proposed ground sign would be consistent
with those other ground signs’ positioning along this road corridor.
If approved, Cornerstone projects a final delivery date of July 1, 2021 for the development.

LANDSCAPE ARCHITECT PRIOR TO BID DATE IN WRITING. ALL PLANTS
SHALL BE INSPECTED AND TAGGED WITH PROJECT IDENTIFICATION AT
NURSERY OR CONTRACTOR'S OPERATION PRIOR TO MOVING TO JOB
