The applicant seeks the following development standards variance approval: 5. Docket No. PZ-2020-00049 V UDO Sections 5.39.D.4 & 5.39.I.5.f Signs with Visible Light Source prohibited, visible light source requested. And, Projecting sign may not extend more than 5’ from face of building, 6.01’ requested. The site is located at 1200 S. Rangeline Rd. It is zoned C1/City Center. Filed by Timothy Hill of Novo Development Group and the Carmel Redevelopment Commission. General Info: The Proscenium is a 7-building mixed-use project that sits on 4 acres of land at the northwest corner of Carmel Drive and Rangeline Rd. As part of the overall sign package, the Petitioner seeks approval for a Projecting Sign on Building 3, a 4-story tall building which sits at the southwest corner of Rangeline Rd. and Executive Dr. This sign needs variance approval to have an exposed light source and to extend than 5-ft from the face of the building. Please see the Petitioner’s info packet for more detail on the variance request. Analysis: The Design for the Proscenium project has been a collaborative effort between, Novo Development Group, the CRC (Carmel Redevelopment Commission), and the Carmel Planning Department. The CRC has submitted a letter of support. There is an overall sign package for the Proscenium, currently being reviewed by the Planning Dept. The Projecting Sign will be visible from Rangeline Rd., and it will be around 20-ft tall and 4.5 feet wide, for a total of 91.96 sq. ft. It will sit 6-ft off the building face at its furthest point, when 5-ft is the allowed maximum. This is a variance request for 1 foot. The Projecting Sign will also have an exposed light source – filament style light bulbs. This is to give a marquee/theater effect. The exposed light bulbs need variance approval from the Board of Zoning Appeals. The filament style bulbs will give off a warm color and will not be too harsh. The Projecting Sign is the only sign in the overall development that needs variance approval, and these are the variances requested: ▪ The Marquee Blade Sign will utilize Art Deco style bulb placement, requiring a visible light source on the exterior of the building. This will need BZA variance approval per UDO section 5.39(D)(4): Signs with a Visible Light Source on the exterior of a Building unless that are permitted specifically by other sections of Section 5.39 Sign Standards. ▪ The Marquee Blade Sign will extend outside the maximum allowed 5' Projection per UDO section 5.39(I)(5)(f) which states: A Projecting sign may not extend more than 5 feet from the face of the building. The Petitioner addressed all planning/zoning review comments, and the Planning Dept. supports this variance request. Petitioner’s Findings of Fact: Please refer to the petitioner’s Findings of Facts included in their info packet. Recommendation: The Dept. of Community Services recommends positive consideration of Docket No. PZ- 2020-00049 V. (Please note that a sign permit is also required.)
