2. Docket No. PZ-2020-00023 Primary Plat: Firehouse Square Townhome Development.
The applicant seeks primary plat and design approval for 45 townhomes and 12 condominiums/flats. There will
be 46 lots on 2.6 acres. The site is located at 910 Veterans Way, within Carmel City Center. It is zoned C-1/City
Center District and is not located within any overlay zone. Filed by Jon Sheidler of Woolpert, on behalf of
Onyx+East and the Carmel Redevelopment Commission.
Site Context:
This parcel is located to the north and west of the Carmel Fire Station #41 at 2 Civic Square. The Monon Trail is located
west of this site. To the north are the Holland & Playfair buildings, which are currently under construction, as well as the
Veterans Way garage. To the east are retail and office buildings, home to the Old Spaghetti Factory, Citizens State Bank,
and Cornerstone Dentistry. A Variance application for reduced minimum lot area, Docket No. PZ-2020-00043, is also
under review by the Board of Zoning Appeals Hearing Officer and will be heard at this same meeting.
Project Details:
• Number of buildings: 11 townhome buildings (45 units) and 1 Condo building (12 units)
• Building height:
o Townhomes are 3 stories with an additional rooftop living area. 33’10” to the top of the 3rd floor, and
43’10” to the top of the roof for the outdoor living areas.
o Condo building is 4 stories tall. It is 47’10” to the top of the parapet, and 56’ tall to the top of the rooftop
mechanical screen.
o Up to 150’ tall is allowed per the C-1 district standards of the UDO.
• Building materials: combination of 3 different brick colors, stone, and fiber cement panels.
• Site circulation: enter from Monon Green Blvd. to the north or Civic Square to the south.
• Parking: All units will have 2 car garages, and about half will have room for cars to park behind their garage
doors.
• Pedestrian Connectivity: Sidewalks will be provided leading up to each townhome unit. New sidewalk will be
constructed along Monon Green Blvd., leading and connecting to the Monon Trail. A central sidewalk will
connect the townhomes on the east side of Veterans Way through the Condo building and west to the Monon
Trail.
• Bicycle parking: is provided in each units’ garage, as well as a central storage room inside the first floor of the
Condo building.
• Landscaping: A landscaping plan has been provided and is being reviewed by the Urban Forester.
• Signage: No signs are proposed.
• Mechanical equipment: will be located on the rooftop of each unit. Details are still needed to ensure the height of
the parapet is adequate for the screening of HVAC units.
DOCS Comments/Concerns:
1. Lighting plan is needed for review and approval
2. Mechanical equipment height to ensure proper screening
3. Approval letters needed from: CRC Architectural Review Committee, Engineering Dept. and the Urban Forester
4. Please note that an HPR application will be needed for the Condo building (in lieu of a Secondary Plat)
5. A Secondary Plat application will be needed after Primary Plat approval is granted for the Townhomes.
Recommendation:
The Department of Community Services (DOCS) recommends the Plan Commission Hearing Officer Approves these
items with the following conditions:
1. All comments above are addressed, and
2. Petitioner works with DOCS to complete review process in Project Dox.
