My name is Mark Purvis and my family has lived in Carmel IN for 9 years and
love all this city has to offer. My oldest son, Cooper, had an economics project
for his 5 th grade class and decided he wanted to run a sno-cone stand in our
neighborhood for the sum mer. He did well and enjoyed learning more about
the business world. Fast forward a year and here we are planning to open our
own Shaved Ice Stand in Carmel.
We plan to use this seasonal business to fund our children’s college. We have 4
children ranging from 6 to 12. We feel that showing the kids how to run a
business and instilling a strong work ethic will help the kids when they are
adults.
I have spent that last year investigating this opportunity and feel it will be a
great seasonal business that our family will be able to grow in to. I have aligned
myself with what I feel is the best brand of Shaved Ice, Tropical Sno. This is a
very professional operation that supports more than 3,000 dealer
representatives in 31 countries through out the world.
Our family plans to be a great neighbor in the community as well as a business
that will support and hire local employees.

Statement of
Variance Request
UDO Section 5.66.D states that Food Stands are required to be
removed from the premises when not in operation. I respectfully
request to be able to leave the Shaved Ice Building on-site overnight for
the entire summer season. The season will end approximately
September 15th, 2020.
Also, I would request to use the existing outdoor seating area of
the former Urban Chalkboard Coffee Shop. This seating area is fenced
and will be just north of the location of the Shaved Ice Building. I have
spoke to the landlord, Buckingham Properties and they are willing to let
me use this seating area with Carmel’s approval. This seating area
would also be available to the other restaurants in the Carmel
Marketplace Shopping Center.

Support
Allowing my business to leave the Shaved Ice Stand overnight will
remove the need to spend 2-3 hours to properly transport, setup and
teardown each day.
Currently the UDO specifies in Section 5.66.D that all Food Stands
will need to be removed from the premises wh en not in operation. This
will pre sent a huge burden upon my self as well as my employees.

The Shaved Ice business will not compete with any other business in the immediate area. The Carmel
Marketplace shopping center will not be affected because the Shaved Ice building will only occupy
2 parking spaces while open. If anything the use will compliment other uses in the shopping center.
The Food Stand that I have is not designed to be transported daily. The trade-off for not being easy to transport
is that the building will be more appealing to the city staff as well as neighbors and other residents. The set-up
and tear-down of the building will result in an extra 3 hours of work each day to properly pack and transport.
The Food Stand will only be serving Shaved Ice treats. The traffic impact will be very low considering
this type of treat is typically an impulse buy. The Shaved Ice Building will be located in a low traffic area
of the Carmel Marketplace shopping center.
