1. Docket No. PZ-2020-00041 ADLS Amend: Zotec Partners HQ – Revisions
The applicant seeks ADLS Amendment approval to modify stormwater and landscaping plans to
accommodate a future surface parking expansion, as well as lighting changes. The corresponding
Development Plan was previously approved under Docket No. 18110008 DP/ADLS. The site is located
at 1 Zotec Way and is currently under construction. It is zoned PUD – The Bridges (Z-550-11). Filed by
Jake Plummer of Ratio Design on behalf of the owner.
Project Overview:
This site is part of the Corporate Office Use Block within the Bridges PUD. To the north of the site across Zotec Drive is
the Heartland Hall Daycare facility, to the east are two office buildings, one 2 story and one 6 story. To the southeast is
the KAR building and parking garage, and to the west across Illinois Street is where the bulk of the Bridges retail
development is located within the Commercial Amenity Use Block of the PUD. Southwest of the site, and directly south
of the Market District, is the Office and Residential Use Block of the PUD, which is currently undeveloped. Please see

PUD (Planned Unit Development) Standards this project MEETS:
• Permitted use, Minimum tract size, Minimum building setback, Minimum side and rear yard setbacks, Minimum
building height, Maximum building height, Minimum building gross floor area, Site access, Location of trash
enclosure, Bicycle parking, Showers and changing facilities, and Sidewalks are all provided and meet PUD language as
required and approved on April 16, 2019 by the Plan Commission
• Landscaping changes approved by Urban Forester
• Number of parking spaces:
o 1/300 GFA is required = 400 spaces, 484 +/- was previously proposed and approved
o Petitioner now proposes to add
PUD Standards NOT MET; therefore, adjustments or variance requests are needed:
• Updated Lighting Plan – does not yet meet 0.3 footcandle requirement at property line
Previous variance approvals granted by the Plan Commission (through combined hearing):
• Sections 4.5, 4.6, 4.7 and Exhibits 6, 7, 8, of the Bridges PUD which all describe and illustrate how the building
must comply with the Prairie Architectural style, the chosen style for the Bridges PUD. The Petitioner was
approved to have a modern style on April 16, 2019 by the Plan Commission.
Site Plan and Parking:
The Petitioner brings this ADLS Amendment before the Commercial Committee for approval of a future parking
expansion, south of the parking garage. This surface parking lot would have 61 spaces and be accessed at the south end of
the site, just off the main entrance from Illinois Street. Sidewalk access from the Illinois Street entrance would be
maintained and continued up to this new parking area. Through the TAC review, it was identified that additional ADA
spaces are required due to the increase in overall parking. The Petitioner has revised the plans to add these new ADA
spaces.
Engineering:
The new parking expansion needed to be included in the stormwater calculations, so the Petitioner has been working with
the Engineering Dept. on revising previously approved plans to include new underground detention. Because the site and
building is under construction now, the Petitioner wanted to take care of the stormwater needs now, rather than having to
disrupt the site and landscaping in the future. The Engineering Dept. is still reviewing these proposed changes through
Project Dox.
Active Transportation:
No changes proposed.

Architectural Design:
The Petitioner proposes to add trellis/awning elements over the 5th story outdoor seating areas. They will be silver in color
to match the design of the building and have soft down lighting for illumination at night. No other changes to the building
are proposed.
Lighting:
Lighting changes have been proposed to highlight the underside of the first floor bump out/overhang area near the main
entrance (facing east towards the parking garage). The same enhancement is proposed for under the first-floor entrance
and second story bump out facing Illinois Street. LED strip lights will be used in these areas. Additionally, new pole lights
have been added along the Illinois Street frontage to illuminate the area along the street. Currently, the photometric
measurements do not meet City requirements of 0.3 footcandles at the property lines. DOCS Staff is still working
with the Petitioner to modify the plan to meet the footcandle requirement.
Landscaping:
Minimal changes were proposed to the landscaping plan to accommodate the new stormwater. The Urban Forester has
signed off on the plan.
Signage:
No additional signage is proposed with this petition.
DOCS Remaining Comments/Concerns:
Staff is currently working with the Petitioner on addressing all remaining review comments through Project Dox. We are
waiting for the Petitioner to upload revised plans and responses.
Recommendation:
The Department of Community Services recommends the Commercial Committee votes to Approve this item, subject to
Engineering Dept. approval, and completion of addressing Project Dox outstanding comments.
