COMMON COUNCIL
MEETING MINUTES
MONDAY, APRIL 20, 2020 – 6:00 P.M.
VIA VIDEOCONFERENCE
MEETING CALLED TO ORDER
Council President Laura Campbell; Council Members: Adam Aasen, Kevin D. Rider, Sue Finkam,
Anthony Green, Tim Hannon, H. Bruce Kimball, Miles Nelson, Jeff Worrell and Deputy Clerk Jacob
Quinn were present.
Council President Campbell called the meeting to order at 6:00 p.m.
This meeting was done remotely via Teams.
AGENDA APPROVAL
Councilor Nelson moved to amend the agenda and add Resolution 04-20-20-02 under agenda add-on
items. Councilor Green seconded. There was no Council discussion. Council President Campbell called
for the vote. The motion to amend passed 9-0.

RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
There were none.

COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
Mayor Brainard addressed Council regarding Coronavirus (Covid-19).
CONSENT AGENDA
Councilor Rider moved to approve the consent agenda. Councilor Green seconded. There was no Council
discussion. Council President Campbell called for the vote. The motion was approved 9-0.

COMMITTEE REPORTS
Councilor Finkam reported that the Finance, Utilities and Rules Committee had not met, but will meet in
the coming weeks to discuss Hotel Carmichael
Councilor Green reported that the Land Use and Special Studies Committee had not met.
OTHER REPORTS – (at the first meeting of the month specified below):
Henry Mestetsky, Executive Director of the Carmel Redevelopment Commission, gave the monthly
report.
The Carmel Historic Preservation Commission’s quarterly report was included in the Council Packet.
Nancy Heck, Director of Community Relations and Economic Development, delivered the report for the
Carmel and Music Film Festival.
OLD BUSINESS
Councilor President Campbell announced the Eleventh Reading of Ordinance D-2488-19; An
Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 8, Article 6,
Sections 8-56(d) and 8-58(a); Sponsor(s): Councilor(s) Finkam and Worrell. Item remains in the Finance,
Utilities and Rules Committee.
Councilor President Campbell announced the Second Reading of Ordinance D-2513-20; An Ordinance
of the Common Council of the City of Carmel, Indiana, Amending Chapter 4, Article 5, Section 4-98 of
the Carmel City Code; Sponsor: Councilor Finkam. Item remains TABLED.
PUBLIC HEARINGS
There were none.
NEW BUSINESS
Councilor President Campbell announced Resolution CC 04-20-20-01; A Resolution of the Common
Council of the City of Carmel, Indiana, Regarding an Intergovernmental Transfer of Real Property
Interest. Councilor Rider moved to introduce the item into business. Councilor Worrell seconded.
Councilor Worrell introduced the item to Council. Henry Mestetsky presented to Council. Councilor
Worrell moved to approve Resolution CC-02-03-20-01. Councilor Finkam seconded. There was no

Council discussion. Council President Campbell called for the vote. Resolution CC-02-03-20-01 was
approved 9-0
AGENDA ADD-ON ITEMS
Councilor President Campbell announced Resolution CC 04-20-20-02; A Resolution of the Common
Council of the City of Carmel, Indiana, Urging All Employers Operating Essential Businesses and
Operations Within the City to Require Their Employees and Independent Contractors to Wear a Face
Covering at all Times When Working in Close Proximity to the Public. Councilor Hannon moved to
introduce the item into business. Councilor Green seconded. Councilor Hannon introduced the item to
Council. Councilor Finkam moved to amend Resolution 04-20-20-02 as follows:
Strike lines 23-25, Strike lines 39-42, Insert after line 47 WHEREAS, the cloth face coverings
recommended are not surgical masks or N-95 respirators. Those are critical supplies that must continue
to be reserved for healthcare workers and other medical first responders, as recommended by current
CDC guidance. Modify 53-57 to read: COVID-19 virus, to follow the CDC’s guidance, and strongly
urge all employers in Essential Businesses and Operations to require the employees and independent
contractors working on their behalf members of the public and workers who are not Excepted Persons to
voluntarily wear a Face Covering at all times while they are within six feet or less from any member of
the public and workers; and,. Strike lines 58-60, Add Additional Statement: WHEREAS, the Carmel City
Council launched on April 15 a facial covering Public Awareness Campaign called “Wearing Is Caring”.
Modify 64-67 to read: 1. All Employers operating Essential Businesses and Operations within the City of
members of the public and workers Carmel are strongly urged to require the employees and independent
contractors working on their behalf who are not Excepted Persons should voluntarily comply with CDC
guidance to wear a Face Covering at all times while they are working when within six feet or less from
any member of the public and workers. Insert: Therefore the City of Carmel will support and promote
“Wearing is Caring” as a primary component of the City’s public safety strategy to limit the spread of
Covid-19. Councilor Rider seconded. There was no Council discussion. Council President Campbell
called for the vote. The motion to amend passed 7-2 (Green, Nelson). Councilor Rider moved to approve
Resolution 04-20-20-02 As Amended. Councilor Finkam seconded. There was no Council discussion.
Council President Campbell called for the vote. Resolution 04-20-20-02 As Amended was approved 9-0.
Council President Worrell adjourned the meeting at 7:01 p.m.
