The list below details the comments and responses, and is supported by revised plan sheets, BMP easements, and O&M Manual. Please let me know if you have any further questions. Gary is no longer with the City so his name will need to be removed. Schneider Geomatics Response = Gary’s name has been removed from the Cover sheet. Sheet C101 City Comment 1.) Per the Bicycle and Pedestrian Plan, we will require a 10' multi-use path along this frontage. Please show this on the plans. Please also ensure that it is completely within the City's right-of-way. Schneider Geomatics Response = The 10’ path has been added to sheet C101. 2.) The portions of the entrances will need to comply with City standard drawing 10-22 and the detail will need to be provided in the plans. Schneider Geomatics Response = The City standard drawing has been added to sheet C805 and the entrance radius has been revised to match the standard detail. 3.) The additional entrance will need to be requested from the Board of Public Works. Please provide an email or letter to Caleb Warner in our office requesting permission to install the new drive. Schneider Geomatics Response = A letter of request has been submitted. 4.) The City of Carmel's Bicycle and Pedestrian Plan requires a 10' multi -use path along Carey Rd. Please revise the plans to include this path. Schneider Geomatics Response = The 10’ path has been added to sheet C101. 5.) Please include a sidewalk connection to the path along Carey Rd at this location. Schneider Geomatics Response = We have chosen to not show this sidewalk connection so that we can save two additional trees located in that space. There is still a connection just south of this area into the park from the main 10’ path along Carey Grove. 6.) Please provide a detail for the bike racks that will be installed. The City of Carmel bike parking standards requires an inverted-U or A-frame bike rack. Schneider Geomatics Response = An example of a bike rack that is the inverted U style that the City prefers has been added to sheet C805. 7.) The Carmel Access Bikeway's (CAB) Cool Creek Loop map sign is located in Carey Grove Park to indicate the start and end location for the loop. Please keep this sign in place so that access to the loop is not interrupted. Please make a note on the construction plans to indicate that the sign is not to be removed. If the sign has to be removed for the construction, please make a note s aying that the sign is to be reinstalled. Schneider Geomatics Response = A location for the sign has been added to sheet C101 and a note saying it needs to be relocated to that location. A note on the Demo sheet has also been added referencing sheet C101. 8.) Please consider including bicycle amenities such as a public bike pump and a bike fix station at this location. Schneider Geomatics Response = We have added a symbol for a bike repair station to be added by the City adjacent to the bike racks south of the restroom building. Sheet C204 City Comment 1.) Please provide critical elevations of the detention basins/BMPs. Schneider Geomatics Response = critical elevations have been added. www.schneidergeomatics.com 2.) Please show the emergency spillway for the detention basin. Schneider Geomatics Response = spillway has been added. 3.) Please remove the existing line work from this page. Please only show the proposed improvements and remove the existing line work. Schneider Geomatics Response = spillway has been added. 4.) Please provide elevation labels for the existing contour lines. Schneider Geomatics Response = elevations have been added. 5.) What does this hatching represent? These areas are proposed to be planted with the bioswale seed mix but this hatching makes it appear that this area will be stone. Please clarify. Schneider Geomatics Response = hatches have been revised to depict plantings. Sheet C205 City Comment 1.) Annotate what type of cleanout in the areas marked. Schneider Geomatics Response = Cleanouts have been labeled sanitary. 2.) Coordinate with property owner if construction impacts yard. Schneider Geomatics Response = Owner and designer have coordinated with neighbors in past few months. Sheet C301 City Comment 1.) Please provide inlet protection over these inlets Schneider Geomatics Response = Those inlets will be removed so do not require protection. Sheet C302 City Comment 1.) Please show BMP easements over all BMPs and access easements connecting them to the City's right-of-way. Schneider Geomatics Response = BMP easements have been uploaded. 2.) Please provide scour protection where concentrated flows will enter the detention facility. Schneider Geomatics Response = A series of coir logs along with erosion control blanket have been added to the plan for temporary protection during construction. Post-construction, naturalized plantings will protect these areas from erosion. 3.) Please clearly label all BMPs on this sheet. Schneider Geomatics Response = BMP labels have been added 4.) Please indicate on the plans where these BMPs will be located 5.) Schneider Geomatics Response = BMP labels have been added 6.) Please place native vegetation protective signage around the native planting areas. Please also provide a detail for these signs Schneider Geomatics Response = A detail for this protective signage has been added to sheet C302 and a note about placement around the native planting areas. Sheet C602 City Comment 1.) Please show the existing storm line that ties into this structure. Please show this line on both the plan and profile. We are concerned that there will be a conflict when tying in the new line to the structure. Schneider Geomatics Response = Field data does not show this structure. GIS and field observation show that the outfall pipe from this structure runs north. We do not foresee any conflict with this pipe. Sheet C801 City Comment www.schneidergeomatics.com 1.) Please place the SWPPP in the City's format. Please place this in the City's format rather than the states. I have uploaded the document "City of Carmel SWPPP Requirements" that outlines our format into the correspondence folder. Schneider Geomatics Response = The SWPP Specifications have been revised on sheet C801 to follow the City’s format of numbering and information. Sheet C802 City Comment 1.) Please indicate on the plans where this detail will be used. Schneider Geomatics Response = This detail has been moved to sheet C803 and is for reference in case it is needed. Sheet C803 City Comment 1.) Please revise the entrance to be 150' long. Please change this on the plans and detail. Schneider Geomatics Response = The construction entrance has been revised on the plans and details. Sheet D100 City Comment 1.) Please show all initial storm water controls that will be required for demolition. Schneider Geomatics Response = All initial stormwater protection is shown on sheet C301 and will be required to be in place prior to any demolition work. A note has been added to sheet D100 and also references sheet C301. 2.) Please show all tree protection fencing on this sheet. Schneider Geomatics Response = Tree protection fencing will be figured out in the field and approved by the owner and Landscape Architect prior to construction. A note has been added to the sheet stating this. It is hard to show on the drawing due to the amount of trees shown to remain and their scattered nature. Detail is shown on sheet C803. 3.) Is there are reason these trees need to be removed or can they be saved? Schneider Geomatics Response = These four trees are redbuds and are in very poor conditions. They will not survive much longer, construction or not, and are being removed now to avoid disturbing the site after construction. Sheet L101 City Comment 1.) Tree changes requested: - GTS - there are none on the plans that I see, please deleted - LST - sweetgum balls at the entrance of the park is not wise, please replace with tuliptree - LTU - I would like to recommend bald cypress in these locations, - QPA - pin oak is not good in our clay soils and as this is centrally located acorns are not best, i recommend using the urban elm in these locations - UUL - oaks are good native trees, I recommend using red oak in these outlying areas - All shade trees should be 2.5" in caliper not 2" per our ordinance Schneider Geomatics Response = GTS has been removed from the plant key. LST (Sweetgum) has been left in place. There are a large, attractive, native tree. Five of the trees are in a naturalized planting area. Two are in a little-used turf area. None will impact paved areas or playing fields. LTU has been left in place. These locations, while they appear to be on the edge of a wet basin, will be high and dry. The detention basin will be dry 99% of the time, especially on the south end. QPA has been replaced by UUL. UUL has been replaced with Red Oak (QRU) www.schneidergeomatics.com Size has been increased to 2.5” 2.) Please consider adding some more trees in this area to help provide additional shade. Schneider Geomatics Response = Shade Trees have been added to this area. 3.) Please consider adding some additional trees to help provide some shade for the parking. This area has been left open to allow for a planned shelter (future phase.) 4.) Please consider replanting a tree here to replace the one being r emoved. A tree has been added to this location. 5.) It appears you are removing 30 trees and planting 18 new. Can you plant 12 more trees to equal the number of trees being removed? New plantings have been increased to 25. Because of the increased developed footprint, and the large number of perimeter trees being maintained in the park, 25 is the most we are comfortable adding. Sheet L801 City Comment 1.) There are city standard details in the correspondence folder. please use them as they require the wire baskets to be removed and not buried with the tree. As you know, we are planning improvements to Carey Grove Park, at 41001 Carey Road. As part of these improvements the parking lot is being replaced with a larger, safer layout. To enable this, we are requesting permission for a second driveway entrance off Carey Road. This will facilitate better traffic flow within the park, and will eliminate the hammerhead condition that exists today. Per your comments, we are revising our plans to incorporate the commercial driveway detail from the City standards. This revision will be included in our next submittal. Please let me know if you have any questions about this driveway request. Thank you.
