This item does not need to be on any meeting agenda of the Technical Advisory Committee (TAC). 2. All Mailed, Posted, and Published Public Notice needs to occur by Friday, July 17 (but may occur earlier). Due to the site area zip code, the published notice (legal ad) is required within The Indianapolis Star*. Please contact them at least 3 days prior to the public notice deadline in order for them to publish your ad on time (317- 444-7163 or publicnotices@indystar.com and grsc-legals@gannett.com ). The mailing of letters to adjoining property owners & placement of public hearing sign on the subject property is also required by the BZA Rules of Procedure, Article VI, Section 6 (see Application and see Calendar). Make sure the public notice meeting time in the newspaper, on the sign, and in letters to neighbors read 5:00 PM nd and that the location on the legal ad and mailings read: Carmel City Hall Council Chambers, 2 Flr, Carmel, IN 46032 (not the Caucus Rooms). And, the location on the sign can just read Carmel City Hall. 3. The Filing Fee and 1 digital copy of the BZA Info Packet must be delivered to BZA administrative assistant Joe Shestak no later than Noon, Friday, July 17. (Failure to submit the Fee and Informational Packet by this time will result in the automatic tabling of the petition.) 1 Please include the following in your Info Packets: a) Short memo/letter introducing the project b) Statement of Variance request (short paragraph explaining what you are asking for) c) Statement of Support (short paragraph explaining reasons supporting the request, including analysis and comparison of what is allowed vs. what is proposed) d) Location Map e) Reductions of all plans (site plans, aerial photo of sites, floodplain mitigation design details, floodplain map, etc. on 8.5”x11” or 11”x17” paper). f) Page 10 of app. – Ballot Sheet (leave blank except for Docket No. & Petitioner) g) Page 11 of app. – Findings of Fact sheet (question sheet filled out, statements completed) h) Any other pertinent information for the Board to explain this request (such as letters of support, letters from IDNR, FEMA, etc.). 4. The Proof of Notice needs to be received by this Department no later than Noon, Wednesday July 22. Failure to submit Proof of Notice by this time will result in the tabling of the petition. 5. This item will appear on the Monday, July 27 agenda of the Board of Zoning Appeals hearing officer meeting under Public Hearings, at 5:00 PM. 6. Either the Petitioner or someone representing the Petitioner must attend the meeting to present the item to be heard. If no one appears, it will be tabled. 7. Please refer to your application’s instruction sheet for more detail. Preliminary Review Comments - Petitioner, please respond in writing to the following by noon, Friday, July 17: a) Please make checks payable to City of Carmel. b) Provide a copy of the Official List of Adjacent Property Owners from the Hamilton County Auditor’s Office. (Make sure to check ‘Carmel BZA’ on their form.) c) *The Indianapolis Star needs to have your legal notice submitted to them before Noon, Tuesday July 14, in order to publish it on time (please verify this deadline with them). Please contact The IndyStar as soon as you can to make sure you can get your public notice legal ad printed on time, at 317-444-7163 or publicnotices@indystar.com and grsc- legals@gannett.com. (Use the Notice of Public Hearing form in the Variance Application as a template for what to have published in the newspaper and what to mail out to the neighbors, but make sure to list the location as the Council Chambers, rather than the Caucus Rooms.) d) The mailings/notices to the neighbors should be done by first class mail with Certificate of Mailing (not Certified Mail). (Please provide us with the certificate of mailings for the file on or before Wednesday, July 22.) e) Please provide the filled out & notarized Placement of Public Notice Sign Placement Affidavit form (found in application) once the sign is placed. f) Please provide the filled out & notarized Petitioner’s Affidavit of Notice of Public Hearing form (found in application). g) Please provide the filled out Notice of the Public Hearing form/template (found in application). h) Please provide proof of notice, such as Publisher’s Affidavit from the newspaper, once you receive them. i) Please make sure to list out the true practical difficulties and hardships associated with having to comply with the zoning ordinance. j) Additional review comments from the Planning/Zoning Department will be issued through ProjectDox, our electronic plan review software, once you upload the plans.
