Mr Shestak, Mr Nelson……this is in regards to the Village of West Clay’s opposition to the Family Express gas station
about to be built in the neighborhood of the Village of West Clay. 1100 signatures in a neighborhood of 1500 to maybe
2000 residents in opposition to this planned project was presented to the VOWC board of directors this evening. They
were quite surprised at the opposing position & its numbers. As it was explained to all of us attending the meeting, the
board was under the “assumption” the village residents would be for this type of addition to the area. A complete &
unbiased vote was never taken of all the residents. Strong support for this project never existed. It was simply
“assumed” by the village board of directors. That was proven at the meeting the residents held tonight with the village
board members. Our board admitted a total vote of the village residents never occurred. We know that’s not your
problem but you need to know that support for this gas station does not exist. Not by a long shot. Would you
intentionally live 30 feet from a 18 to 24 pump gas station and commercial car wash that stays open until 2:00am every
day?
If you go to the Family Express web site, there is information on the 3 new “first time in the suburbs” article about their
move to Carmel. The article states they are already under contract to build in Carmel, plus they’re planning 2 more 18
to 24 pump gas stations in Whitestown & Zionsville. The article specifically highlights our neighborhood and the “Art
Deco” façade style they are being “requested” to construct. My question is this……if the variance change requests
haven’t been approved by the BZA then how can they publish info that states they’re already contracted to build the gas
station in our Village? Our own Village architectural committee hasn’t even seen their building concept design yet and
the variance change requests haven’t been approved. Makes no sense. Seems odd and seems like the deal is done
when it hasn’t been properly approved yet. Also….the variance change requests regarding car stacking makes no sense
either. Their own business model requires 110 to 130 vehicles per pump per day to be economically feasible. That’s a
lot of vehicles and the square footage to meet the current variance is not there or available. So we’re going to really
pack the cars in? Our neighborhood can’t handle that many vehicles per day to meet the revenue needs of 18 to 24
pumps. What tanker trucks can handle the roads here in the Village? How many cars will it take to be dangerous to the
neighborhood kids, golf carts, joggers, pre-schoolers, senior citizens and bike riders? We don’t need or want the gigantic
commercial car wash included with the design either. How many round abouts will this effect if 1000 to 2000 cars “per
day” show up to get fueled in a residential area that doesn’t see that many vehicles in a week? Do we need to get the
media involved in this as well? Common sense seems to have flown the coop here. Lets do the right thing and kill the
variance change requests. We are not going to let this go. If legal action or legal representation is required to stay the

process until more people have a chance to review all of this info then let me know. Putting this monstrosity in our
neighborhood will NOT be an asset at any level. It will devalue property the day construction begins. Thank you for your
