Dear Zoning Commission Members and City Council Members,
My name is Betsy Caffrey and I reside at 14402 Chariots Whisper Drive in the
Saddle Creek neighborhood and have for almost 15 years. Please accept this as
my opposition to the request to change the zoning of tax parcel # 17-09-1-00-00-
003.001 and parcel # 17-09-21-00-00-003.000 from S-1 to a PUD as requested by
the developers of Ambleside Point.
This specific request goes against many of the Objectives in the Comprehensive
plan of West Carmel specifically Policy 1: Manage Community Form (Objectives
1.1, 1.3, 1.4); Policy 2: Be a Leading Edge City (Objectives 2.1); Policy 6: Inspire
Community Character (Objectives 6.1); Policy 7: Inspire Environmental
Awareness (Objective 7.1), and Policy 8: Inspire Healthful Living (Objective 8.1).
The density proposed by the developers, in my opinion, is too high for this area of
land. Please do not let this density be allowed. Regardless of the density that
inevitably goes in this area, the connecting streets to the existing Saddle Creek
neighborhood should be constructed in a way that there is not direct(straight)
roads that can lead to cars driving in excess of the posted speed limit. This will
help protect the residents of both neighborhoods.

I also would like to suggest that a new traffic study of the 141 street exits of
Saddle Creek be done after the Pandemic finishes when people start actually
getting back to their offices and school. Using the current one to support the
connections of Ambleside Point through Saddle Creek is not a true picture of the
traffic flow.
