HomeMy WebLinkAboutDepartment Report 07-27-20Page 1 of 14 CARMEL BOARD OF ZONING APPEALS | HEARING OFFICER DEPARTMENT REPORT MONDAY, JULY 27, 2020 (V) Phillips Residence, Lot Cover Variance. The applicant seeks the following development standards variance approval: 1. Docket No. PZ-2020-00083 V Silvara PUD Z-553-11, Section 6.1 Maximum 35% lot cover allowed, 38.7% requested. The site is zoned PUD/Planned Unit Development. It is located at 508 Mendenhall Dr. (Lot 316 in Jackson’s Grant at Williams Creek subdivision). Filed by Doug Kelly of Sigma Builders on behalf of Chris & Denika Phillips. General Info: The Petitioner seeks approval to increase their lot coverage from the allowed 35% maximum, to 38.7%. This is an increase of 3.7%. The lot is in a residential neighborhood that will have single family detached homes. Open space / common area will exist to the east of this lot. This is the only variance needed. Setbacks can still be met. Please see the Petitioner’s info packet for more detail on the variance request. Analysis: The proposed improvements to the lot include a house, attached garage, swimming pool, and half circle driveway area. The site received preliminary approval from the Homeowners Association. The blueprint that is in the info packet was approved based on the HOAs input of changes the Petitioner made. A bioswale is located next to the lot, and it helps accommodate stormwater runoff for the neighborhood. The slight increase in impervious surface on the lot will not negatively affect the overall stormwater management system. The Carmel Engineering Dept. will not have any issues with this, as it relates to stormwater management for the neighborhood. The Petitioner addressed all planning/zoning review comments, and the Planning Dept. supports this variance request. (The pool pump and equipment details about noise and vibration mitigation will be forwarded to the Planning Dept. if the variance is granted, and before seeking pool permit approval.) Recommendation: The Dept. of Community Services recommends positive consideration of Docket No. PZ-2020-00083 V.
